Compulsory all-day offer for German classes; application for funding from the European Social Fund Plus

    The European Social Fund Plus (ESF+) 2021 - 2027 is funding the establishment of tied all-day German classes at primary and secondary schools.

    Description

    Purpose

    Grants are awarded to promote measures to activate the educational and training potential of young people, which are provided for in Priority 1 of the Bavaria ESF+ 2021 to 2027 - Working and Living in Bavaria - Future Opportunities for Europe program.

    Object

    The subject of the funding is the elements of the tied all-day offer that go beyond the half-day offer, in particular the associated additional socio-educational support and supervision.

    German classes can be set up at primary and secondary schools for pupils with a non-German mother tongue who enter the Bavarian education system as lateral entrants at full-time school age. For some of these classes, a tied all-day offer is to be promoted, which supplements the existing support provided by the German class and, in particular, compensates for the disadvantages caused by the migration background by providing support that meets the special requirements of the target group. This enables the children to enter the Bavarian education system in a way that is appropriate to their talents, accelerates the transition to the regular German-language classes and supports the development of their educational and training potential at an early stage.

    Recipients of funding

    The school authorities of public or state-recognized primary and secondary schools are eligible to apply.

    Eligible costs

    Only the expenses listed below are eligible for funding:

    • Remuneration for in-house and external staff directly attributable to the project - Teaching staff (cost item 1.1)
    • Educational and support staff (excluding teachers) provided by third parties (cost item 1.2)
    • Educational and support staff (excluding teachers) from own funds (cost item 1.3)
    • Residual costs (cost item 5)

    Type and amount

    The funding amounts to a maximum of EUR 33,000.00 per school year and is granted as shortfall funding.

    Prerequisites

    • The period of the measure extends from September 1 of the year in which the measure begins to August 31 of the following year.
    • The tied all-day program must have been approved by the Bavarian State Ministry of Education and Cultural Affairs. Approval must also be granted by the responsible state education authority.
    • Pupils who are resident or ordinarily resident in Bavaria can take part in the all-day German classes, depending on the target group.
    • At least 13 pupils are required to form a class. Falling below the minimum number of pupils on the relevant cut-off date (October 1 of the respective school year) is not detrimental to funding if the responsible state education authority permits a shortfall.
    • In addition to the offer provided for German classes in half-day form, the tied all-day offer includes an educational offer of at least 12 teacher hours per week, which is provided by teachers.
    • Socio-educational support must be guaranteed as part of the tied all-day offer for German classes. A minimum of 15 teaching units per school week must be guaranteed for the socio-educational support. For the above-mentioned socio-educational support, the school authority may deploy its own staff or suitably qualified staff from a third party ("cooperation partner").
    • Additional external staff from a third party ("cooperation partner") or a local authority can cover the additional personnel costs for extracurricular education and care services as part of the tied all-day program.
    • There must be a labor market policy, social policy or regional requirement. The existence of this requirement must be substantiated by a statement from the locally responsible state education authority. In the case of state schools, this requirement is deemed to have been met if the state education authority is involved in setting up the classes. Funding is excluded for projects that receive grants from the European Social Fund Plus (ESF+) or other EU programs (multiple funding).

    Procedure

    The application must be completed using the forms provided and submitted electronically via the "ESF Bavaria 2021" IT system (see online procedure).

    The required attachments must be uploaded to the "ESF Bavaria 2021" IT system.

    The funding recipient must observe the relevant information and guidelines on funding.     To monitor the funding, statistical data and information about the project and the participants must be recorded in the ESF-Bavaria 2021 database and made available to the funding provider or the third party commissioned by the funding provider.

    Unless expressly stipulated otherwise, funding is paid out in accordance with Article 91 (3) of Regulation (EU) 2021/1060 on the basis of the reimbursement principle. This means that only the expenditure actually incurred can be reimbursed, as evidenced by receipted invoices or equivalent accounting documents, unless a flat-rate approach is provided for in accordance with No. 1.5.2. Payments will be made after verification of the proof of use.

    The Government of Lower Bavaria (Sg. Z3) is responsible for disbursements.

    The State Ministry of Education and Cultural Affairs (StMUK) makes the basic decision on funding and determines the amount of funding.

    Deadlines

    Applications for funding must generally be submitted up to 4 weeks before the start of the approval period; in the case of projects for which the early start of the measure is deemed to have been approved, by October 31.

    Proof of use must be submitted by February 15 of the year following the approval period.

    The deadline for determining the number of participants is October 1 of the year in which the approval period begins.

    Processing time

    You should expect a processing time of up to six weeks.

    The project sponsor is obliged to clearly and visibly indicate that the project is supported by the European Union (information and publicity measures). Reference is made to the mandatory provisions of the Publicity Obligations Guidelines.
