Accessibility statement
This digital accessibility statement applies to the website of the Hessian Ministry for Digitalisation and Innovation published at verwaltungsportal.hessen.de.
As a public body within the meaning of Directive (EU) 2016/2102, we endeavour to make our websites and mobile applications accessible in accordance with the provisions of the Hessian Disability Equality Act (HessBGG) and the Hessian Ordinance on Accessible Information Technology (HVBIT) for the implementation of Directive (EU) 2016/2102.
Status of compatibility with the requirements
The accessibility requirements are set out in Sections 3 (1) to (4) and (4) of the HVBIT, which was issued on the basis of Section 14 of the HessBGG.
The review of compliance with the requirements is based on a simplified review carried out in September 2021 by the State Competence Centre for Accessible IT, Enforcement and Monitoring Body, Giessen.
Content that is not accessible
Based on the review, the website is partially compliant with the aforementioned requirements due to the following exceptions
Incompatibility with the HVBIT
The content listed below is incompatible with Section 3(1) of the HVBIT and is not accessible for the following reasons:

- Entire website: Test step 9.1.3.1 a HTML structural elements for headings are not available everywhere.

- Start page: Test step 9.2.4.2 Meaningful document titles. The document title of the start page does not indicate that it is the start page).

Barrier 4:
- Forms: Test step 9.3.3.2 Labelling of form fields available. Labelling of form elements is not available correctly everywhere (the "*" symbol for mandatory fields in the form is not explained at the beginning of the form).
- Accessible alternative
There is currently no accessible alternative.
Barrier 5:
- Entire website: Test step 9.4.1.1 Correct syntax. The HTML markup from the content management system contains ID errors and the HTML content blocks contain duplicate markup that cannot be corrected by the developer.
- Accessible alternative: No accessible alternative is currently available.
Barrier 6:
- Entire website: test step 9.4.1.2 Name, role, value available. On the content management system side, the name, role and value of attributes are not correctly defined for reading by software and cannot be rectified by the developer.
- Barrier-free alternative: There is currently no barrier-free alternative available.
Barrier 7:
- Files and videos: Test step 5.2 Activation of accessibility features and test step 12.1.2 Accessible documentation. The .pdf files provided on the website are only partially accessible. In addition, not all content is available in German Easy Read. Only one German Sign Language video is available for the content and target group of the Portal for Administrative Services.
- Accessible alternative: Use of the contact form.
