Vocational school for nursing; application for rental cost support
Funding is granted for the rental costs or comparable transfer fees for school premises of private - state-approved or state-recognized - vocational schools for nursing.
Description
Purpose
In accordance with Art. 23 and 44 of the Bavarian Budget Code (BayHO), the Free State of Bavaria grants subsidies to support rental costs for the premises and office equipment of private vocational nursing schools in accordance with these guidelines and the administrative regulations on Art. 23 and 44 BayHO.
Since April 1, 2020, the generalist training to become a nursing specialist has been taking place at newly established vocational schools for nursing. The introduction of the new type of school in place of the previous vocational schools for nursing, pediatric nursing and geriatric nursing and the associated changeover to a financing system that is essentially laid down in federal law (Nursing Professions Act - PflBG; Nursing Professions Training Financing Ordinance - PflAFinV) should not put the school authorities in a worse position than would have been the case if the previous state law financing system had continued to apply.
The Free State of Bavaria grants voluntary financial support within the scope of available budget funds to finance the areas of expenditure not covered by the federal regulation.
Object
The object of the funding is the operation of a vocational school for nursing.
Recipient of the grant
The recipients of applications and funding are state-approved or state-recognized vocational schools for nursing in Bavaria, provided that these providers are legal entities under public or private law and operate on a non-profit basis (Art. 29 para. 2 BaySchFG by analogy).
Eligible costs
Eligible expenses are the rent or the fee for the transfer of use of the school premises and facilities in the case of a form of contract other than rent.
Type and amount
The grant for the rent or another contractual form of the provision of the school premises and facilities is provided as a non-repayable grant within the framework of fixed-amount financing. The provider receives a lump sum per square meter of the eligible usable area of the vocational school for nursing per school year. The lump sum depends on the school location. It is shown in the following overview:
- Planning region 14 (state capital Munich; districts of Dachau, Ebersberg, Erding, Freising, Fürstenfeldbruck, Landsberg am Lech, Munich, Starnberg): 378 euros/sqm
- Upper Bavaria without planning region 14: 190 euros/sqm
- District capital Landshut: 171 euros/sqm
- Lower Bavaria without district capital Landshut: 135 euros/sqm
- District capital Regensburg: 252 euros/sqm
- Upper Palatinate without district capital Regensburg: 180 euros/sqm
- Upper Franconia: 134 euros/sqm
- Cities of Nuremberg and Erlangen: 192 euros/sqm
- Middle Franconia without the cities of Nuremberg and Erlangen: 156 euros/sqm
- District capital Würzburg: 180 euros/sqm
- Lower Franconia without the district capital of Würzburg: 156 euros/sqm
- District capital Augsburg: 192 euros/sqm
- Swabia without the district capital of Augsburg: 129 euros/sqm
Eligible usable space is the area of the school premises and facilities provided that is required for the space needed in accordance with the German School Construction Ordinance (SchulbauV). If the actual usable area is less, this is decisive.
If the actual expenditure for the transfer of the school premises and facilities is less than the calculated amount, the grant is reduced to the actual expenditure. Only the payments for the transfer of use itself are taken into account for the actual expenditure, not for the costs arising from the operation of the school premises (ancillary costs).

Prerequisites
- A rent subsidy is provided to sponsors of state-approved or state-recognized vocational nursing schools in Bavaria, provided that these sponsors are legal entities under public or private law and operate on a non-profit basis.
- The grant recipient receives a lump-sum training budget from Pflegeausbildungsfonds Bayern GmbH in accordance with Sections 29 and 30 of the Nursing Professions Act and Section 8 of the Nursing Professions Training Financing Ordinance.
- Sponsors of vocational nursing schools that are necessarily associated with a hospital as defined in Section 2 No. 1a (e) and (f) of the Hospital Financing Act and are included in the hospital plan of the Free State of Bavaria do not receive funding on the basis of these funding guidelines.

Procedure
Funding is granted upon application to the local government.
For this purpose, an application must be submitted via the Funding Management Platform (FMP).
To register on the FMP, you as a legal entity (organization, company, municipality) need an ELSTER company account certificate.
Make sure you obtain your certificate in good time before submitting your application so that you can get started straight away. Further information on the ELSTER business account can be found here.
Grants are approved by means of a written or electronic grant notification. The approval period is usually the school year in accordance with Art. 5 Para. 1 Sentence 1 of the Bavarian Education and Teaching Act (BayEUG).
The locally responsible government pays the rent subsidy in installments on August 15, November 15 and February 15 as well as a final payment on May 15 of the subsidized school year. If the school year at a vocational school for nursing differs from the standard school year, the payment authority determines the payment dates in the approval notice.
Deadlines
The application for a rent subsidy must be submitted to the responsible government no later than April 1 before the school year for which funding is provided.
If the school year of a vocational school for nursing differs from the school year pursuant to Art. 5 Para. 1 of the Bavarian Education and Teaching Act (BayEUG) (August 1 to July 31 of the following calendar year), the application must be submitted no later than four months before the start of the school year.

Internal tenancies and agreements of a school authority are not eligible for funding.
School premises owned by the school authority are also not eligible for funding.
The rental subsidy will not be granted if the school authority is reimbursed for the rental expenses as part of other public funding.
