Occasional transport by passenger car; application for a permit for excursions or vacation destination trips

You need a permit if you want to offer excursions or vacation destination trips with passenger cars.

In the case of excursion trips or vacation destination trips, you as the entrepreneur determine the scope and destination of the trips in advance. The journeys must return to the point of departure at the end. Passengers must have a ticket valid for the entire route, on which the price is stated. You may not take passengers who only wish to travel part of the route.

You can obtain the permit for a maximum of five years if you use passenger cars. After that, you can apply for an extension.

• The following documents are required for approval:
  • Certificate of good conduct (not older than three months at the time of application)
  • Information from the Central Trade Register (not older than three months when application is made)
  • Extract from the central traffic register (not older than three months when application is made)
  • Extract from the commercial or cooperative register (as certified copies)
  • Copy of the articles of association and the list of shareholders
  • in the case of legal entities: Proof of power of representation
  • Certificate in tax matters from the tax office (not older than three months at the time of application)
  • Certificate in tax matters from the responsible municipality (not older than three months when application is made)
  • Certificate of no objection from the social security authorities
  • You will need the certificate
    • from health insurance funds with which you insure or have insured employees, as well as
    • for yourself, if you are or were voluntarily/privately insured.
  • Certificate of no objection from the Berufsgenossenschaft für Fahrzeughaltungen (BgF) (Employer's Liability Insurance Association for Vehicle Maintenance)
  • Proof of professional suitability
  • Equity certificate and possibly additional certificate (cut-off date for both not more than twelve months ago)
  • if you appoint other persons to manage the company, from them:
    • Certificate of good conduct (not older than three months at the time of application)
    • Information from the central business register (not older than three months when application is made)
    • Extract from the central traffic register (not older than three months when application is made)
    • Proof of professional suitability
    • Proof of employment
  • Proof of the last general inspection of the vehicles used

• personal and professional suitability of both the applicant and the appointed managing directors
• Registered office or branch office in Germany (as defined by commercial law)
• Proof that the company is secure and efficient

You must apply for the permit in writing to the responsible office. Depending on the offer, you can download an application form from the Internet.

You must provide the following information on the vehicles used:

• Number
• Type
• Vehicle owner
• registration number
• manufacturer
• Vehicle identification number
• Number of seats

After you have submitted the application with the complete documents, the following bodies, among others, can submit a statement as part of the hearing procedure:

• the municipality
• the Chamber of Industry and Commerce
• the trade union
• the trade association

Once the deadline for comments has expired, the competent body will make a final decision on the application and inform the applicant of the outcome in writing.

Note: If you wish to apply for an extension of the permit, you must submit a permit application with the required documents to the competent authority in good time before the expiry of the expiring permit.
