Explosive substances; notification of the commencement of activities and the appointed responsible persons

Anyone who handles explosive substances on a commercial basis must notify the competent authority of the commencement of this activity and the responsible persons appointed by them.

Permit holders or company owners who handle explosive substances on a commercial basis must notify the competent authority of the commencement of this activity.

The notification must state

• who is responsible for the management of the business and
• who is the person responsible in accordance with § 21 SprengG.

The responsible persons must ensure the safe handling of explosive substances. At least one person over the age of 21 must be appointed in writing for this task.

Responsible persons may be, for example, business owners, plant managers, branch managers or department heads who have the necessary knowledge of explosives legislation (e.g. certificate of competence).

The trade supervisory offices of the governments in whose district the company or branch office is located are responsible for accepting the notification.

The commencement of work must be notified at least two weeks in advance.
