Driving instructor system; application for recognition as a driving instructor training center

Training to become a driving instructor takes place in a driving instructor training center that requires official recognition by the local government. Recognition can be granted for training to obtain a driving instructor license for individual or all driving instructor license classes (BE, A, CE and DE).

Official recognition as a driving instructor training center is granted if

• there are no facts that make the owner or the responsible management of the driving instructor training center appear unreliable for the management of a driving instructor training center,
• the driving instructor training center has a responsible management that is able to competently supervise the instruction and guarantees that the obligations of § 40 FahrlG are fulfilled,
• the driving instructor training center has a sufficient number of instructors available who are capable of teaching the driving instructor candidates the skills required under Section 7 FahrlG within their area of responsibility,
• the driving instructor training center has the necessary classroom space and the necessary teaching materials and vehicles at its disposal,
• an appropriate training plan is submitted.

The application must be submitted to the local government in writing or electronically (by e-mail). The government of the Upper Palatinate will then check the information regarding classrooms, teaching materials and teaching vehicles on site.

If the requirements are met, official recognition will be granted in the form of a notification. The other governments and the district administrative authorities receive a copy of the decision.

Fees: 102.00 to 358.00 EUR (depending on the administrative costs)

Expenses (e.g. for experts) are charged in accordance with the scale of fees for road traffic measures (GebOSt).

  (if applicable, professional CV, driving license, master craftsman's certificate, driving instructor's license, driving school permit, studies, certificates, other qualifications/certificates, further training)

• scaled plan of the classrooms with information about their equipment

  (if applicable, pictures as well as rental agreement/transfer of use)

• List of the number and type of training vehicles

  (Vehicle registration document, general operating permit, transfer of use if applicable)

• Declaration that the prescribed teaching aids are available

  (data of the publisher/editor, if applicable)

• Training plan
• Extract from the central business register

  (not older than 3 months)

• Confirmation of the competent tax authority about the fulfillment of tax obligations
• Certificate of good conduct pursuant to Section 30a (1) No. 1 BZRG in accordance with Section 30 (5) BZRG (extended certificate of good conduct for submission to an authority)

  (not older than 3 months)

• Information from the driver suitability register

  (will be obtained from the authority)

• If applicable, certified excerpt from the Commercial Register or Register of Associations or documents on the power of representation of the acting persons

  (in the case of a legal entity or partnership or in the case of an unincorporated association or civil-law partnership)
