Drinking water and wastewater system; application for hardship funding

    The Free State of Bavaria supports Bavarian towns and municipalities with grants for the renovation of drinking water and wastewater systems in cases of hardship.

    Description

    Purpose

    In cases of hardship, funding is provided for projects to renovate existing public water supply and wastewater disposal facilities if these lead to unreasonable burdens for local authorities and citizens.

    Object

    Funding is provided in cases of hardship

    • the structural rehabilitation of existing drinking water pipes and sewers (No. 2.2.1 RZWas 2025) and
    • the first-time construction of interconnected pipelines for water supply systems and the first-time construction of interconnected sewers when sewage treatment plants are abandoned (No. 2.2.2 RZWas 2025),
    • the structural renovation of existing drinking water extraction and treatment plants, drinking water reservoirs, sewage treatment plants, pumping stations and rainwater basins (No. 2.2.3 RZWas 2025)
    • the facility operator joining a special-purpose association or a joint municipal enterprise (No. 2.2.4 RZWas 2025) and
    • the creation of redevelopment and structural concepts (No. 2.2.5 RZWas 2025).
    Beneficiaries

    Funding is available to municipalities with up to 20,000 inhabitants, their own operations, special-purpose associations and municipal companies that charge contributions and/or fees or water prices; companies under private law reform and water and soil associations, provided that a local authority has a 100% stake.

    Eligible costs

    Hardship funding is provided for projects under Nos. 2.2.1 and 2.2.2 RZWas 2025 with fixed funding lump sums depending on the length of the project. For projects under Nos. 2.2.3, 2.2.4 and 2.2.5, the funding lump sums are calculated on the basis of population figures. The eligible costs are determined by the expenditure carried forward in the construction expenditure ledger after completion of the measure less the non-eligible expenditure in accordance with no. 5.3 RZWas 2025.

    Type and amount

    The grants are awarded on a project-related basis by way of pro rata financing as allocations. Hardship funding is provided in the form of fixed funding lump sums (net) when the hardship threshold 1 is reached:

    • 120 euros per renovated meter of water pipe,
    • 150 euros per renovated meter of sewer,
    • 300 euros per renewed meter of sewer.

    The grant is set at a minimum of 40% and a maximum of 90% of the eligible implementation costs and a maximum of five million euros over a four-year period. Once the hardship threshold 2 is reached, the flat-rate funding increases to:

    • 180 euros per renovated meter of water pipe,
    • 225 euros per renovated meter of sewer,
    • 450 euros per renewed meter of sewer.

    Once hardship threshold 2 is reached, the grant is set at a minimum of 70% and a maximum of 90% of the eligible implementation costs and a maximum of five million euros over a four-year period.

    Funding for interconnected water pipelines and interconnected sewers is granted depending on length without the need to reach a hardship threshold:

    • 200 euros per meter of interconnected pipeline built for the first time or meter of sewer built for the first time (no minimum funding),

    The grant is set at a maximum of 70% of the expenditure after completion and a maximum of three million in each 4-year period.

    There are also the following flat-rate grants:

    • 250 euros per connected resident for system refurbishment in accordance with No. 5.4.3, a maximum of 70% of the eligible implementation costs and a maximum of three million euros over the 4-year period,
    • 40 euros per resident admitted by a special-purpose association in accordance with no. 5.4.4, up to a maximum of 100,000 euros over a 4-year period. If only the operational management is transferred to a special-purpose association or a joint municipal enterprise, a lump sum of 20 euros per resident included is granted once in the 4-year period, up to a maximum of 50,000 euros
    • 20 euros per connected resident for redevelopment and structural concepts in accordance with No. 5.4.5 RZWas 2025, up to a maximum of 70% of the eligible implementation costs and a maximum of 50,000 euros.

    Prerequisites

    • Interconnected pipelines and sewers according to No. 2.2.2 RZWas 2025, as well as rehabilitation and structural concepts according to No. 2.2.5 RZWas 2025 are funded regardless of whether a hardship threshold is reached.
    • For projects pursuant to Nos. 2.2.1, 2.2.3 and 2.2.4, funding is granted if the per capita burden determined in accordance with Annex 2 RZWas 2025 exceeds one of the hardship thresholds pursuant to No. 4.3 RZWas 2025.
    • Funding can only be provided for projects that have been started since the grant notification was issued (= first contract award). Projects in accordance with Nos. 2.2.2 and 2.2.3 RZWas 2025 can only be started without funding after a technical inspection and approval of the planning by the locally responsible water management office.
    • The local water management authority will advise on the details.
    Administrative court action

    Procedure

    • The application for funding must be submitted to the local water management office.
    • After a successful review, the application is accepted into the hardship program. The water management office issues the grant notification.
    • Funding can be requested a maximum of once a year after submitting a confirmation of use to the water management office.
    • The local water management office will advise you on the details.
