Adult education; application for state recognition by providers

Regional adult education organizations and adult education providers at regional level can be recognized by the state on application.

Regional adult education organizations are associations of adult education providers (= legal entities under public or private law that pursue exclusively and directly non-profit purposes with their institutions). They must have legal capacity and their purpose must be exclusively to serve adult education. In principle, their activities should extend to the national territory. In particular, they advise the individual institutions, organize central educational events, ensure suitable further training measures and cooperation, participate in the distribution of state funding and represent their affiliated institutions vis-à-vis the public and on the state advisory board.

Adult education providers that operate institutions in at least four Bavarian administrative districts and are not affiliated with a state organization (providers at state level) have the same status as state organizations. They can also be recognized by the state. An institution at state level can also be an organizationally and financially distinct part of a legal entity with legal capacity.

Prerequisites for state recognition are

• Members in at least four Bavarian administrative districts (state organization) or operation of facilities in at least four Bavarian administrative districts (sponsors at state level)
• work that promotes the objectives of the Basic Law and the Constitution of the Free State of Bavaria,
• proper, appropriate and economical use of the allocated public funds.

The Bavarian State Ministry of Education and Cultural Affairs decides on the granting and withdrawal of recognition after consulting the State Advisory Board for Adult Education.
