Care bonus for private vocational schools in certain training areas; application

In addition to the statutory benefits, the providers of certain private vocational schools receive an operating subsidy and - indirectly - a school fee reimbursement with an additional subsidy (class subsidy) if they waive the collection of additional school fees.

Purpose

In order to make it easier for interested young people to choose these training and career paths, the Free State of Bavaria pays an additional voluntary subsidy to the providers of the above-mentioned types of schools over and above the statutory school funding. This voluntary subsidy is linked to the voluntary waiver by the provider of the direct collection of school fees from the pupils. With this funding, the Free State aims to motivate as many young people as possible to choose one of the professions that are particularly relevant to society in view of social and demographic change.

Object

The providers

• private vocational schools for geriatric care, geriatric care assistance, child care and social care,
• private specialized academies for social pedagogy,
• private specialized academies for curative education and
• private vocational schools for curative education care or curative education care assistance

are legally entitled to operating cost subsidies within the framework of state school funding (Art. 41 and Art. 45 of the Bavarian School Funding Act [BaySchFG]) and - indirectly - to reimbursement of school fees (Art. 47 para. 3 to 5 BaySchFG).

In addition, the Free State of Bavaria pays the class subsidy (one of the two pillars of the care bonus) for private vocational schools in the aforementioned training occupations as a voluntary benefit without a statutory legal entitlement within the scope of the available budget funds (budget reservation). The school provider may then not demand any additional school fees from its students over and above the state funding.

The private vocational schools in the two geriatric care professions also receive the so-called school-related basic amount (the other of the two pillars of the care bonus).

Recipients of funding

The following are eligible to apply

• private vocational schools for geriatric care, geriatric care assistance, childcare and social care,
• private specialized academies for social pedagogy,
• private specialized academies for curative education and
• private vocational schools for curative education care or curative education care assistance.

Type and amount

This is a grant. The exact amount of the grant depends on the class size and the type of school (see announcement of the Bavarian State Ministry of Education and Cultural Affairs on the nursing and health bonus, master craftsman bonus and bonus for equivalent qualifications (bonus), reimbursement of fees for the sign language interpreter examination and master craftsman award of June 12, 2019 (BayMBl. No. 238), which was last amended by the announcement of October 11, 2021 (BayMBl. No. 751)).

• State recognition or state approval of the private vocational school for geriatric care, geriatric care assistance, child care or social care of the private technical academies for social pedagogy or the private technical schools for curative education care or curative education care assistance
• Waiver of tuition fees over and above the state tuition fee rate
• For the class subsidy - as one of two elements of the care bonus - the number of students in total and per class as of October 20 applies
• For the school-related basic amount - the second of two elements of the care bonus, which is only granted for vocational schools for geriatric care or geriatric care assistance - the provisions on the operating subsidy apply accordingly (§ 12 AVBaySchFG)

Objection or administrative court action

The application for the care bonus must be submitted to the local government.

For this purpose, an application must be submitted via the funding management platform (FMP).

To register on the FMP, you as a legal entity (organization, company, municipality) need an ELSTER company account certificate.

Make sure you obtain your certificate in good time before submitting your application so that you can get started straight away. Further information on the ELSTER business account can be found here.

The school-related basic amount is paid out in installments after the end of the year.

The class subsidy is paid out in November, February and May as a payment on account, and after it has been determined with a 4th installment in August as a final payment.

The application must be submitted by November 10 of each year. The total number of pupils and the number of pupils per class as of October 20 must be stated.

The waiver of tuition fees does not preclude pupils from contributing to copying costs, costs for consumables and processing materials or costs for other extraordinary administrative expenses (e.g. examination fees). The cost sharing must be within a reasonable range that is customary at comparable private alternative schools.
