Street cleaning fees; collection

To cover the costs associated with street cleaning and winter road maintenance, the municipalities can levy charges.

The collection of street cleaning fees is subject to the following conditions

• Transfer of the cleaning, clearing and gritting obligation to the residents by means of a municipal safety and cleaning ordinance,
• Issuance of a street cleaning statute that prescribes the use of the municipal cleaning facility,
• Issuance of a fee statute for the street cleaning statute.

Users of the public street cleaning facility are liable to pay fees. As a rule, users are the owners and those entitled in rem to use the adjacent properties or properties accessed by the road within built-up areas.

The municipality may restrict the municipal cleaning service subject to charges to individual parts of its area and leave the cleaning work to the residents in the remaining parts if this is objectively justified.
