Safety systems and equipment; notification of commencement of activities or application for certification for external inspection experts

You can apply to the Bavarian Chamber of Civil Engineers (Bayerische Ingenieurekammer-Bau) to become a test expert for safety-related systems and equipment and to obtain a certificate of compliance with the requirements.

In Bavaria, only those who are recognized in this field and this subject area may use the designation "test expert for safety-related systems and equipment" in a specific subject area.

Inspection experts for safety systems and equipment can be recognized in the following specialist areas:

• Ventilation systems, possibly limited to garage ventilation systems,
• CO warning systems
• Smoke and heat extraction systems
• Fire detection and alarm systems
• Safety power supplies
• fire extinguishing systems.

Inspection experts for safety systems certify the compliance of technical systems and equipment with the requirements of the Safety Systems Inspection Ordinance (§ 24 PrüfVBau) in their respective field. They are independent within the scope of their duties.

Foreign inspection experts, i.e. those who are established in another member state of the European Union (or equivalent state) to perform this task, are authorized to work as inspection experts/inspection experts in Bavaria. They must notify the first-time provision of services in advance or apply for a certificate of compliance with the material requirements.

If you are established in another member state of the European Union (or a state treated as such) to perform this task, you are authorized to work as an inspection expert in Bavaria if you

• have a comparable authorization with regard to your field of activity and
• had to fulfill comparable requirements with regard to the recognition requirements and proof of knowledge (1st alternative) or
• if the recognition authority has certified that you meet the requirements for recognition as an inspection expert with regard to the recognition requirements, proof of knowledge and scope of activity (2nd alternative).

A further requirement is that you have a good command of written and spoken German.

The notification or application is not required if a notification has already been made or a certificate has been issued in another country of the Federal Republic of Germany.

• for the applicant: none, notification before commencing work
• for the authority: three months after receipt of the application and complete submission of the documents

• Confirmation of notification in the case of a comparable authorization in another Member State or a country treated as such with comparable requirements: EUR 40.00
• Prohibition to act in the case of a notification of a comparable authorization: 350.00 EUR
• Certification of the existence of the recognition requirements in the case of non-comparable authorization in another Member State or a country treated as such: EUR 385.00

• Notification of the first performance of the service:
  • Certificate of legal establishment in a member state of the EU (or equivalent state) for the performance of the activity
  • Proof of fulfilment of comparable requirements for the exercise of the activity in the state of establishment
• Request for certification:
  • Certificate of legal establishment in a member state of the EU (or equivalent state) for the performance of the activity
  • Proof of actual fulfilment of the recognition requirements
