End-of-life vehicle; application for confirmation of sufficient professional qualification of experts established abroad

In the case of experts for end-of-life vehicle disposal established in other EU/EEA countries who only wish to carry out the expert activities specified in the End-of-Life Vehicles Ordinance (AltfahrzeugV) in Germany on a temporary and occasional basis, the professional qualification required for this is verified and confirmed.

Operators of dismantling facilities and shredder facilities and other facilities for the further treatment of end-of-life vehicles may only commence their activities if an expert has certified that they meet the requirements of the ELV Ordinance for such facilities.

Furthermore, such facilities may only provide proof of compliance with certain recycling quotas for end-of-life vehicles collectively instead of individually if such proof has been verified by an expert.

These companies only fulfill these obligations if they only commission experts listed in Section 6 of the ELV Ordinance to carry out the inspection and certification. These experts include, on the one hand, experts who have been publicly appointed for the disposal of end-of-life vehicles in accordance with Section 36 of the Trade, Commerce and Industry Regulation Act. However, such experts also include experts established in other EU/EEA countries who only wish to carry out the expert activities specified in the End-of-Life Vehicles Ordinance in Germany on a temporary and occasional basis if their sufficient professional qualification for this has been verified and confirmed by the public body responsible for the public appointment of such experts.

• Proof of citizenship

  in certified copy and translation by a translator publicly appointed and sworn in the Federal Republic of Germany

• Proof of legal establishment for the exercise of the activity of an expert for the disposal of end-of-life vehicles in an EU or EEA state, and proof that this activity has not been prohibited, even temporarily.
• foreign proof of professional qualification for an expert for end-of-life vehicle disposal

  or, if applicable, proof of at least one year's activity as an expert for end-of-life vehicle disposal in the foreign country of establishment during the last 10 years
