List of experts; application for registration by energy experts

Architects and engineers who certify compliance with certain requirements of the Building Energy Act can apply for entry in the list of experts.

The Ordinance on the Implementation of Energy Industry Regulations (AVEn), the former EnEV Competence and Implementation Ordinance (ZVEnEV), provides for the recognition of private experts who certify compliance with certain requirements of the Building Energy Act (GEG). For architects, experts are recognized by being entered in a list maintained by the Bavarian Chamber of Architects. Engineers are recognized by being entered in a list to be maintained by the Bavarian Chamber of Civil Engineers.

The decision on registration is made by a registration committee set up by the respective chambers. Its decision is an administrative act subject to a fee.

In view of the importance of the activity to be carried out, the experts must have sufficient qualifications, which the registration committee checks and determines.

The experts do not have to be authorized to submit building plans or authorized to provide evidence within the meaning of Art. 61 Para. 2 of the Bavarian Building Code (BayBO). German citizenship or residence or a branch office in Bavaria are not required.

Engineers

The applicant must have a degree in engineering and be an engineer working in the construction industry within the meaning of Art. 5 para. 1 sentence 3 of the Building Chamber Act (BauKaG). According to this provision, engineers working in the construction industry are, in particular, engineers who work in one or more of the following fields: civil engineering, surveying, water management, transportation, engineering geology, building physics, energy, heating, air conditioning, supply and disposal, sanitary, telecommunications, electrical and lighting engineering, materials handling and storage technology or occupational safety in construction facilities. Applicants must have at least three years of continuous professional experience in the preparation or testing of certificates of structural and energy-saving thermal insulation (balance sheet procedure) or (and) in the energy planning or assessment of heating, cooling and ventilation systems and hot water supply systems.

Architects

• Architects: 120 EUR
• Engineers:
  • for members of the Bavarian Chamber of Civil Engineers: EUR 265.00
  • for non-members: EUR 477.00
  • In addition, there is an annual list management fee of between EUR 0 and EUR 67.00, depending on membership and type of membership.

• Object list

  for proof of at least three years of continuous professional experience in the preparation or examination of proofs of structural and energy-saving heat protection (balance procedure) or for engineers in the energetic planning or evaluation of systems for heating, cooling and room air technology as well as hot water supply

• Proof of payment of fees (architects and engineers)
• Diploma or Bachelor's and, if applicable, Master's degree certificate(s) as certified copy(s) as well as diploma(s) as single copy(s)
• in addition to the object list, three project descriptions with more detailed information on the essential basis and results of the respective verifications or evaluations, on the type, scope and degree of difficulty of the respective object

  three exemplary complete and verifiable proofs prepared by the applicant's own hand, at least two of which must comply with the Energy Saving Ordinance (EnEV)

• Certificate of good conduct (engineers, if not yet a member of the Bavarian Chamber of Civil Engineers)

  Certificate of good conduct must not be older than three months
