Non-Bavarian university; application for approval to operate a branch or other educational institution

Before offering a course in Bavaria, you must apply for state approval to operate a branch of a non-Bavarian state or state-recognized higher education institution or another educational institution in cooperation with such institutions.

Branches of state or state-recognized higher education institutions of another state of the Federal Republic of Germany, a Member State of the European Union or a state with which freedom of services or freedom of establishment in the higher education sector exists on the basis of an agreement may be operated in the Free State of Bavaria if the State Ministry has determined that the requirements below have been met.

This also applies to educational institutions which, on the basis of cooperation with higher education institutions in accordance with sentence 1, wish to offer recognized and approved higher education courses in the Free State of Bavaria and award corresponding higher education qualifications and academic degrees.

The State Ministry must be notified immediately of any expansions or significant changes to the range of courses offered after the start of operations.

1. The branch exclusively conducts its higher education degree programmes that are recognized and approved or accredited in the country in which it is based and is entitled to conduct the degree programme(s) in the Free State of Bavaria in accordance with the law of the country in which it is based,
2. the foreign higher education institution awards only its academic degrees that are recognized under the law of its principal place of business and are approved or legally awarded there,
3. only applicants who meet the requirements for admission to the university awarding the academic degree are accepted,
4. quality control is ensured by the host country.

Before commencing a course of study in Bavaria, you must apply in writing for state approval to operate a branch of non-Bavarian state or state-recognized universities or to operate another educational institution in cooperation with non-Bavarian state or state-recognized universities.
