Driving instructor examination; application for approval

Applicants for the driving instructor license are admitted to the driving instructor test under certain conditions.

The driving instructor examination consists of a practical driving test, a specialist knowledge test with a written and an oral part and, for the BE driving instructor license category, a teaching test in both theoretical and practical driving lessons. Passing the driving instructor examination is an essential prerequisite for obtaining a driving instructor license.

  • Driving instructor's license of BE class,
  • identification document,
  • current, extended, official certificate of good conduct (to be applied for at the municipality of residence),
  • certificate of medical examination (not older than one year at the time of application) - not required if the applicant holds the driving license of classes C1, C1E, C, CE, D1, D1E, D or DE,
  • certificate of medical examination of eyesight (not older than one year at the time of application) - not required if the applicant holds the driving license of classes C1, C1E, C, CE, D1, D1E, D or DE,
  • Possession of the driving license of the class for which the driving instructor license is to be issued (Note: Necessary periods of possession class A2, CE or D according to § 2 para. 1 no. 7 FahrlG).
• Documents for admission to the practical driving test and the professional knowledge test for the BE driving instructor license
  • Identity document,
  • curriculum vitae,
  • current, extended, official certificate of good conduct (to be applied for at the municipality of residence)
  • Certificate of medical examination (not older than one year at the time of application) - not required if the applicant holds a driving license for categories C1, C1E, C, CE, D1, D1E, D or DE and suitability must be proven every five years in accordance with Annex 5 FeV,
  • Certificate of medical examination of eyesight (not older than one year at the time of application) - dispensable if the applicant holds a driving license for categories C1, C1E, C, CE, D1, D1E, D or DE and proof of compliance with the requirements for eyesight in accordance with Annex 6 FeV must be provided every five years,
  • at least proof of completed vocational training in a recognized apprenticeship or equivalent previous training,
  • Class BE driving license,
  • Certificate that training as a driving instructor in accordance with § 2 Para. 1 Sentence 1 No. 8 of the FahrlG has begun.
• Documents for the admission to the teaching tests in theoretical and practical lessons for the driving instructor's license of the category BE
  • Authorization to become a driving instructor in accordance with § 9 Para. 1 of the FahrlG has been granted or will be granted at the same time,
  • Certificate of the officially recognized driving instructor training school about the duration of the conducted training according to § 7 FahrlG,
  • Certificate of the training driving school about the duration of the conducted training according to § 7 FahrlG.

Prerequisites for admission to the practical driving test and the professional competence test for the BE driving instructor license:

• Mental and physical aptitude,
• there are no facts that make the applicant appear unreliable for the occupation of driving instructor,
• at least completed vocational training in a recognized teaching profession or equivalent previous training,
• Possession of a category BE driving license (note: additional periods of possession required for category B according to § 2 para. 1 no. 7 FahrlG)
• Training as a driving instructor in accordance with § 2 Para. 1 Sentence 1 No. 8 FahrlG has begun,
• the knowledge of the German language required for practicing the profession.

Requirements for admission to the theoretical and practical instruction tests for the BE driving instructor license:

• Candidate authorization according to § 9 para. 1 FahrlG has been granted or will be granted at the same time.

The certificate from the driving instructor training center confirming the duration of the completed training must be submitted to the chairperson of the examination board.

Prerequisites for admission to the practical driving test and the professional knowledge test for the driving instructor license for categories A, CE and DE:

• Application has been made for admission to the practical driving test and the professional knowledge test,
• Driving instructor license for category BE,
• Mental and physical aptitude,
• professional and pedagogical aptitude,
• there are no facts that make the applicant appear unreliable for the occupation of driving instructor,
• at least completed vocational training in a recognized teaching profession or equivalent previous training (not required if the applicant already holds a category BE driving instructor licence)
• Possession of the driving license for which the driving instructor license is to be issued (note: additional periods of possession required for categories A2, CE or D in accordance with § 2 Para. 1 No. 7 FahrlG),
• training as a driving instructor in the relevant category in accordance with Section 2 (1) sentence 1 no. 8 FahrlG has begun,
• the knowledge of the German language required to carry out the professional activity.

The application for admission to the examination must be submitted to the district administrative authority (district administration office or district-free city). This authority also advises the applicant and decides on admission to the examination.

An examination board has been set up at the government of Upper Bavaria to examine the professional and pedagogical aptitude of driving instructors. It is responsible for conducting the examinations in accordance with the Driving Instructor Act if the applicant is resident in Bavaria or if the driving instructor training center or training driving school attended by the applicant is based in Bavaria. It is also responsible for conducting the driving test if the training driving school is based in Bavaria.

Admission is granted for both the practical driving test and the professional knowledge test (written and oral parts), including any repeat tests. Every applicant is automatically scheduled for the examinations once they have been admitted. The applicant must register in writing with the Government of Upper Bavaria for any necessary retakes of the driving test. Please note the respective deadline and the maximum number of missing hours before taking the written examination.

Separate application must be made for admission to the class BE driving test. In addition, the applicant must complete and return to the government of Upper Bavaria the "Lehrproben" form, which the applicant receives from the government after passing the practical driving test and the driving test. An appointment for the driving test will only be made once the approval and the form have been received.

Admission to the examination should be received at least 6 weeks before the scheduled examination dates. This also applies to the submission of the "Form Lehrproben" by the applicant to the government of Upper Bavaria.

The candidate's license is limited to two years (§ 9 Para. 1 Sentence 4 FahrlG); the driving tests must be taken within this period.

The applicant must have been trained as a driving instructor in accordance with Section 7 FahrlG within the last three years before the driving instructor license was issued (Section 2 Para. 1 Sentence 1 No. 8 FahrlG).

The examination fees are

• for the driving instructor license class BE: EUR 1295.54
• for the driving instructor license class A: EUR 672.98
• for the driving instructor license class CE: EUR 735.48
• for the class DE driving instructor license: EUR 735.48

The fees include the costs for the members of the examination board - with the exception of expenses.

The fee must also be paid for parts which, through no fault of the examination board and without sufficient excuse on the part of the applicant, could not take place or could not be completed on the scheduled date.
