Stability; application for recognition as a test engineer

You can apply for recognition as a test engineer for stability in the fields of solid construction, metal construction and timber construction, which perform building inspection tasks.

In Bavaria, only those who have been recognized by the Bavarian State Ministry for Housing, Construction and Transport may use the title "Test Engineer for Structural Safety" in a specific discipline.

Test engineers for structural safety are specially qualified civil engineers who are recognized by the Bavarian State Ministry of Housing, Building and Transport in a prescribed procedure for the fields of solid construction, metal construction and timber construction.

Inspection engineers carry out building supervisory inspection tasks in their respective specialist area on the basis of the Bavarian Building Code or regulations based on the Bavarian Building Code. They check the completeness and correctness of the stability certificates for certain special buildings on behalf of the building supervisory authority in a sovereign capacity.

They monitor the proper execution of construction work with regard to the stability certificates they have checked.

The Bavarian State Ministry for Housing, Construction and Transport examines and decides on the recognition as a test engineer for stability. Proof of the required knowledge and skills (part of the special requirements) is provided as part of an examination by the examination board set up at the Bavarian State Ministry of Housing, Building and Transport. Applicants may be required to provide written and oral evidence of their knowledge. The Bavarian State Ministry for Housing, Building and Transport maintains a list of recognized test engineers for structural stability.

Applicants must fulfill or prove the following requirements in the recognition procedure:

General requirements

Test engineers can only be persons who

1. whose personality guarantees that they will fulfill their duties properly in accordance with § 5 PrüfVBau,
2. have the ability to hold public office,
3. work autonomously and independently,
4. have their place of business in the Free State of Bavaria,
5. have a good command of written and spoken German

Special requirements

• for the applicant: none
• for the authority: three months after receipt of the application and submission of the complete documents, the deadline can be extended once by two months

• Informal application with the following information:
  • Field of study applied for
  • Declaration whether and how often an application for recognition has already been made unsuccessfully in another country of the Federal Republic of Germany
  • Location of the registered office in Bavaria
  • Number of employees who are to be deployed for the examination
• Curriculum vitae with professional background
• Certificate of good conduct

  Proof of application for a certificate of good conduct for submission to a public authority

• Final and employment certificates (copy)
• Information on branches
• Information on any participation in a company whose purpose is the planning and execution of construction projects.
• Information on ownership and independence
• Evidence of compliance with the specific conditions
  • Chronological proof of previous engineering activity of at least ten years in tabular form with subdivision by:
    • Preparation of stability certificates,
    • comparable activities
    • Technical site management (confirmations from third parties must be submitted for the periods of technical site management)
  • List of difficult construction projects handled by the applicant
  • List of achievements as proof of above-average abilities as an engineer.
  • List of persons who can provide information on the applicant's professional aptitude.
