Regional culture; application for funding for venues for historical local plays

The Free State of Bavaria promotes initiatives to preserve local history and strengthen the awareness of local history and tradition.

Purpose

The regional culture funding program is intended to promote initiatives to preserve local history throughout Bavaria and to strengthen awareness of local history and tradition.

Object

Funding is provided for investments in the construction, conversion, extension or renovation of, or technical installations in, venues for historical local theaters (event and rehearsal rooms and open-air stages). Funding is also available for the purchase of a building, including necessary conversion or repair measures, if this makes a new building or extension unnecessary.

Funding is not available for purely local projects with no supra-regional connection.

Beneficiaries

Natural and legal persons with their place of residence, habitual abode or registered office in Bavaria, in particular clubs, municipalities, associations, foundations and private individuals, are eligible to apply for and receive funding.

Eligible costs

The following expenses are eligible for funding if they are necessary for the preparation and implementation of the project during the approval period:

• Construction costs including expenses for technical installations in venues as well as acquisition costs in accordance with the guidelines on allocations by the Free State of Bavaria for municipal construction measures in municipal financial equalization (FAZR);
• Personnel expenses, material expenses, travel expenses in accordance with the Bavarian Travel Expenses Act, general organizational costs (up to 10% of the other eligible expenses)

Work performed free of charge can be recognized as fictitious expenses under certain conditions:

• in the amount of 12.15 euros per hour
• up to 24.30 euros per hour in the case of special professional qualifications
• up to a maximum of 25 percent of the remaining eligible expenses actually incurred

The work performed must be suitably documented (e.g. by means of timesheets).

In particular, the following are not eligible for funding

• ongoing maintenance measures (building maintenance),
• expenses already incurred by the applicant, expenses for municipal management work
• expenses for the operation of the theater, in particular costume equipment, props and backdrops, as well as for association archives
• non-cash expenses and reserves.
• as a rule, expenses for multifunctional event halls, multi-purpose halls, town halls and cultural centers

Type and amount

The funding is granted as a subsidy.

The type of grant is project funding.
The funding period covers the entire duration of the project.

There is no legal entitlement to funding. Funding is provided in the form of grants in accordance with the budget funds available. The funding rate is up to 30% of the eligible expenditure, unless the outstanding importance justifies a higher funding rate in individual cases due to a special state interest.

• The grant amounts to more than 5,000 euros.
• A minimum grant of more than 10,000 euros applies to municipalities.
• The own contribution is at least 10 percent of the eligible expenditure. You can prove that you are able to bear this financially.
• The project has a supra-regional impact.
• At least 80 percent of the venue is used for historical local theater productions.
• In the case of renovations, the eligible expenditure is at least 25 percent of the costs of a comparable new building (this does not apply if the measure is caused by a natural disaster and the grant relates to costs that are not covered by insurance benefits or state aid).
• In the case of renovations due to natural hazards, there is adequate regional coverage for natural hazards.

Exclusion criteria:

Funding is excluded

• if the project is eligible for funding from the EU, the federal government, the Free State of Bavaria or another state (priority funding).
• if the project primarily pursues commercial interests
• if the project has already been started before approval

Simultaneous funding from the Regional Culture funding program and from the Bavarian State Foundation is generally not permitted.

An exception is only possible

• if the project is particularly outstanding,
• funding cannot be secured in any other way and implementation would be jeopardized without the additional funding. In this case, the approval of the State Ministry of Finance and Home Affairs is required.

1. consultation

Before submitting an application, a consultation should be held with the approval authority.

2. submit the application

You submit your funding application digitally via the application platform of the State Ministry, see online service. The granting authority is the State Office for Digitization, Broadband and Surveying.

3. examination and approval

• The granting authority will review your application. If the funding requirements are met and budget funds are available, the funding will be approved by means of a written or electronic grant notification.
• The approval period is up to three years.
• The approved funding may not be passed on to third parties.

4 Disbursement

• The approved funding is paid out upon application. The funds can be paid out in several installments.
• Only amounts that are expected to be required for payments due within two months may be disbursed.

5 Proof of use

• After completion of the project, you must submit proof of use of the funds to the granting authority within six months.
• In the event of late submission, the grant notification may be revoked in whole or in part. For smaller amounts of funding, simplified verification regulations apply in accordance with Art. 44a BayHO.
• The application and approval documents and supporting documents must be kept for five years.
• The granting authority and the Bavarian Supreme Audit Office are entitled to audit the proper use of the funding.
• The granting authority may also demand annual interim statements.

(Grants may only be approved for projects that have not yet been started. In individual cases, the granting authority may approve the premature commencement of the project).
