Gaming machines with the possibility of winning; registration for information on the protection of players and minors
If you wish to install a gaming machine, you will need a certificate from a chamber of industry and commerce confirming that you have received instruction on the protection of players and minors for machine operators.
Description
You need a permit to set up gaming machines. "Setting up" means that you operate a machine and earn money with it, for example in your restaurant. To obtain a permit, you must, among other things, prove that you have attended a training course at the Chamber of Industry and Commerce. The purpose of the training is to familiarize the operators of gaming machines with the legal regulations and specialist duties and powers required for the exercise of the trade as well as their practical application to an extent that enables them to carry out these tasks independently.
The training comprises at least six teaching units of 45 minutes each; the training lasts a total of 5 to 6 hours (including breaks). The Chamber of Industry and Commerce will issue a certificate if you have attended the course without any absences. The training covers the following subjects:
- Trade regulations and gaming regulations
- Gaming arcade law of the federal states
- Youth protection law
In addition to traders, managers and technical staff involved in the installation of the devices are also required to attend. Office staff and employees with other duties do not require IHK training on the protection of players and minors.
The training is given in German, so you must have a good knowledge of German.

- You must have a good command of German.

Legal remedy
You have the option of lodging an objection with the Chamber of Industry and Commerce or filing a complaint directly with the Administrative Court.
Procedure
The training is carried out and certified by the IHK.
- You register for the training on a suitable date.
- You attend the training and bring your official photo ID with you. The training lasts a total of 5 to 6 hours (including breaks).
- You will receive the certificate by post immediately after the training or a few days later.
You must then present the certificate when applying for a permit to set up gaming devices with winning opportunities.
