Student housing; application for funding

The state supports the creation and maintenance of student housing with funds from public budgets.

Purpose

The purpose of the grant is to create and maintain accommodation for students at state and state-recognized universities.

Object

The objects of the grant - including the initial furnishing - are

• Construction measures through which living space for students is created in a new, independent building (new building), the initial acquisition of such living space and the extension (extension, addition of storeys) of an existing building,
• the acquisition and modification of buildings that were previously not used for residential purposes into student accommodation involving substantial construction work,
• the alteration of buildings that have been constructed and used as student accommodation with significant construction costs, provided that the building is at least 35 years old on December 31 of the year of application or, if it has particularly serious defects, at least 25 years old.

Eligible costs

The total costs (including the costs for the initial furnishings) are eligible.

Type and amount

The funding is granted as a credit/loan.
The type of grant is a project grant.

Funding is provided in the form of a non-performing building loan.

It currently amounts to up to EUR 45,000 per residential unit with an occupancy commitment of 25 years and up to EUR 75,000 per residential unit with an occupancy commitment of 40 years. The funding amount can be increased by up to EUR 20,000 for parent-child apartments or wheelchair-accessible rooms. A capital reduction is granted for each full calendar year of intended use of the living space.

There is no legal entitlement to the funding applied for.

The prerequisite for funding is an urgent, non-temporary need for state-subsidized housing for students at the respective university location. Housing for students is only subsidized on properties that are conveniently located to the university.

Occupancy commitment

The subsidized places in halls of residence may only be occupied by students in need for the duration of the occupancy commitment period of 25 or 40 years. Foreign students must be given appropriate consideration.

The recipient of the grant is the landowner, the person entitled to leasehold or the purchaser. Beneficiaries can be legal entities under public law, private law or natural persons.

Exclusion criteria:

Grants for project funding may only be approved for projects that have not yet been started.

The application for funding must be submitted in duplicate to the district administrative authority responsible for the building project. This authority checks that the documents are complete and that the building regulations have been complied with and forwards the application (single copy) to the granting authority, the Bavarian State Ministry of Housing, Building and Transport. The funding is paid out in installments according to the progress of construction and must be applied for at the district administrative authority.
