Good care; applying for funding

    The Free State of Bavaria grants subsidies to local authorities to strengthen needs-based and needs-oriented care in the local social environment and for the creation, expansion and operation of coordination centers.

    Description

    Purpose

    The purpose of the grant is to ensure long-term nursing care for individuals in their familiar surroundings in the municipalities, to maintain independence and to enable participation.

    Object

    The Free State of Bavaria supports projects that serve to design and implement measures in the local social environment and benefit people in need of care within the meaning of the Eleventh Book of the German Social Code (SGB XI), people at risk of needing care and their relatives in order to strengthen home care. Projects for networking care services can also be funded.

    Eligible costs

    Necessary personnel and non-investment-related material expenses are eligible for funding. Personnel expenses are eligible for funding up to salary group A11, or a comparable salary group in the case of employees.

    Type and amount

    The funding is granted as a subsidy.
    The type of grant is a project grant.

    For financially weak municipalities with 50 or more recipients of care insurance benefits per 1,000 inhabitants, the grant amounts to up to 90% of the eligible expenditure,

    for municipalities with 50 or more recipients of long-term care insurance per 1,000 inhabitants, the grant amounts to up to 80% of the eligible expenditure and

    for municipalities with fewer than 50 recipients of long-term care insurance per 1,000 inhabitants, the grant amounts to up to 70% of the eligible expenditure.

    For municipalities that are not financially weak, the funding rate is reduced by 10% from the fourth year after approval is granted.

    Municipalities are considered financially weak if their financial strength in the previous year of application was less than 85% of the average municipality size class.

    Prerequisites

    • a detailed cost and financing plan
    • a project description with a technical concept that shows
      • the geographical area covered by the project and how many people are involved,
      • what the needs situation is like,
      • how an exchange will take place at (supra-)regional level,
      • how the active participation of people in need of care and people at risk of needing care in the local area is achieved in the design and planning of the services,
      • how coordination with other stakeholders in the local community and the sustainability of the planned services are ensured,
      • how networking with the local community is established with the aim of bringing about any necessary structural changes,
      • how existing care structures, where necessary, are flanked in such a way that a focus on care activities is possible,
      • how existing structures are integrated in such a way that no duplicate structures are created and
      • how the success of the measures implemented can be evaluated and their sustainability ensured.
    • the eligible expenditure of the measures must amount to at least 5,000 euros (de minimis limit).

    Local authorities are eligible to apply.

    Exclusion criteria:

    Projects that have already begun are excluded from funding.

    Administrative court action

    Procedure

    The application for funding must be signed and submitted to the Bavarian State Office for Nursing.

    Decisions on the applications received by March 1 and September 1 will be made after these deadlines at our discretion and within the limits of the available budget. When selecting projects, they are prioritized according to the following points

    • Technicality of the planned concepts,
    • Coherence of the overall concept and its implementation,
    • the proportion of people in need of care in relation to the population of the municipality submitting the application
    • and only then the urgency of the project.

    For follow-up applications, it is sufficient to state the changes compared to the previous application when submitting the application.

    Early start of measures: possible after approval

    Deadlines

    The application must be submitted by 01.03.2026. Decisions on the applications received will be made after the cut-off dates of March 1 and September 1 of each year. The date of receipt is decisive.

    A processing time of 3 month(s) to 6 month(s) is to be expected.

    Costs

    There are no costs.

    Notes (specifics)

    It should be noted that there is no entitlement to funding under grant law.
