Airfield; application for a permit to create, modify and operate an airfield

Before approval is granted for an airfield, the following points in particular must be examined in an administrative procedure with public participation:

• Spatial and regional planning issues;
• Nature conservation and landscape management issues;
• Protection against aircraft noise;
• public safety and order issues;
• Suitability of the site

• Economic capacity of the potential operator;
• character of the operator (for natural persons)

• Information concerning the name, residence or registered office of the applicant
• Declaration of pending criminal proceedings
• Certificate of good conduct in accordance with § 30 of the Federal Central Register for submission to the licensing authorities
• Information for legal persons and companies under commercial law

  in addition, the names and domiciles of the persons authorised to represent the company and, on request, a certificate from the register court stating that entry in the register of associations, commercial registers or registers of cooperatives is subject only to the granting of approval

• for natural persons: Proof of nationality
• proof of economic viability
• information on the existing local and structural conditions of the site, and in the case of water aerodromes also on the traffic of watercraft
• Description of the planned installations and operating facilities and of the intended flight and aerodrome operations
• various planning documents and expert opinions (see § 51 Luftverkehrs-Zulassungs-Ordnung)
