Vocational training: trainers - revocable recognition of professional competence

    The chambers are generally responsible for monitoring vocational training preparation.

    Description

    For professional aptitude, the trainer must have the professional and pedagogical skills necessary to impart the training content. This knowledge and skills are possessed by those who have worked in their profession for sufficient time. In addition, he must have passed one of the following examinations in a field corresponding to the training occupation:

    • the final examination,
    • a recognised examination at a training centre or before an examination authority or a final examination at a state (or state-recognised) school, or
    • a final examination at a German university.

    It is the responsibility of the Federal Ministry of Economics and Technology or another competent ministry in agreement with the Federal Ministry of Education and Research to determine which examinations are recognised for which training occupations. The Joint Committee of the Federal Institute for Vocational Education and Training must be consulted by ordinance. The Ministry may also require separate proof of the acquisition of vocational and work pedagogical skills and abilities.

    Professional aptitude may be recognised by the competent Land authority, but also to persons – until further notice – who do not meet the above-mentioned requirements. The competent body (e.g. the respective Chamber of Industry and Commerce or Chamber of Crafts) must be heard. In some federal states, the chambers of industry and commerce or other chambers are directly responsible for the revocable award of professional aptitude pursuant to § 30 Abs. 6 BBiG. The recognition of professional aptitude is therefore required by those who want to hire and train, but are not entitled to train. The award does not replace any proof of vocational and work pedagogical knowledge.  

    Competent office

    Different chambers are responsible depending on the vocational training. These include in particular

    • the Chamber of Skilled Crafts for vocational training in professions under the Crafts Code,
    • the Chamber of Industry and Commerce for vocational training in non-trade professions (e.g. professions in the fields of industry, commerce, banking, insurance, services and industrial/technical professions),
    • the Chamber of Agriculture for vocational training in agricultural and rural home economics professions,
    • the Chamber of Lawyers, Patent Attorneys and Notaries as well as the Notary's Office for the vocational training of specialists in the field of law,
    • the chambers of auditors and tax consultants for the vocational training of professionals in the field of auditing and tax consultancy,
    • the chambers of physicians, dentists, veterinarians and pharmacists for the vocational training of healthcare professionals.

    Further responsibilities, e.g. for bodies in the area of public law as well as churches and other religious communities, are regulated in BBiG § 72 to 75.

    If there are no chambers for individual occupational areas, regulations are already laid down in the state law that relate to responsibility. In addition, chambers can agree a special allocation of responsibilities among themselves with the approval of the competent supreme federal or state authority.
