Road haulage company: approval - acceptance examination of specialist knowledge

To open a company that transports goods by road, you must prove your professional suitability

Do you want to carry out commercial transports with vehicles whose permissible gross vehicle weight is more than 3.5 tonnes? You need permission to do this. One of the prerequisites for the granting of the permit is proof of professional competence. The entrepreneur or the person appointed to manage the business must be professionally suitable.

This can be proven by a specialist examination before the locally responsible Chamber of Industry and Commerce (IHK). Locally responsible is the IHK, in whose district the candidate has his residence.

The examination shall cover the subjects listed in Appendix 1 to Directive 98/76/EC of 1 October 1998 on admission to the occupation of road haulage operator and road passenger transport operator. These areas include the following:

• various areas of law,
• commercial and financial management of the business,
• technical standards and technical operation,
• Road safety.

The examination consists of two written parts and, if applicable, an oral part of the examination. Participation in the aptitude test requires in-depth professional preparation. The type and scope of the preparation are up to you.

Alternatively, professional aptitude can be proven by at least five years of managerial activity in a company operating road haulage. The end of this activity must not be more than two years ago. A corresponding certificate of expertise is issued by the IHK.

Professional aptitude can also be proven by a recognised equivalent final examination (e.g. as a forwarding agent). In this case, a certificate of the final examination must be submitted.

The amount of the fee depends on the currently valid version of the fee tariff of the IHK.
