Ordnance includes all ammunition intended for warfare, in particular bombs, mines, grenades, explosives and detonators.

Often, explosive ordnance is not recognizable as such. Many are rusted beyond recognition or resemble commercial utensils in appearance.

In principle, § 7 of the Lower Saxony Police and Regulatory Authorities Act (NPOG) results in the responsibility of the property owner.

Therefore, the costs of explosive ordnance disposal on properties owned by the federal government are also borne by the federal government itself.

In the case of explosive ordnance disposal on non-federally owned properties, the Land shall bear the costs of defusing, salvageing, transporting and destroying Allied ammunition for reasons of equity. The expenses for formerly Reich-owned found ammunition are generally reimbursed by the federal government within the framework of so-called state practice.
