The Federal Statistical Office (StBA) continuously collects and analyzes data on income, consumption and living conditions of private households with the aim of drawing a picture of the different living conditions in Germany. These statistics are used, among other things, as a basis for political action.

In this context, the Federal Statistical Office collects annual over-indebtedness statistics. This reports on the situation of over-indebted people and people at risk of over-indebtedness in Germany. For example, it asks about the causes of financial hardship. The aim of the survey is to understand how over-indebtedness among private individuals can be avoided or resolved.
The Federal Statistical Office relies on data from debtor or insolvency advice centers for this survey. The survey is carried out among centres in Germany that are run by welfare and consumer associations, municipal associations and other public bodies or that are recognized as non-profit organizations or registered as associations.
The transmission of anonymized data from your institution for the over-indebtedness statistics is voluntary. Before you transmit the data to the Federal Statistical Office, you need the consent of the people seeking advice who are depicted in the statistical data.
The data transmission works via software with an interface that automatically extracts the data from your software systems and transmits it to the Federal Statistical Office.

Procedure
If the Federal Statistical Office requests data from you for the over-indebtedness statistics, you can transmit this via the online reporting procedure eSTATISTIK.CORE. Software with an interface to official statistics transmits the relevant data from your software systems directly and automatically to the Federal Statistical Office.
Do you not yet have an advice center number (ID number)? Then request one by e-mail from the Federal Statistical Office.
For data transmission: Log in to the survey portal of the Federal and State Statistical Offices. Follow the respective instructions to use eSTATISTIK.CORE.
You have not yet registered? Then you need to do this first. Go to the online registration form on the website and complete it. An identifier and password will be sent to you by post within a few days.
If your data is available in DatML/RAW format, data collection and data transmission will be automated. The software with an interface to official statistics automatically selects the required data from your database.
If your data is not available in DatML/RAW format, you can import a CSV file into eSTATISTIK.CORE and generate a DatML/RAW file there.
After selection, the data is automatically transmitted in encrypted form to the Federal Statistical Office.
You will receive a message about the successful data transfer in your mailbox on eSTATISTIK.CORE.
