Parcels that form a unit in terms of location and economy can be merged into a new parcel if they are listed in the land register under a serial number and are not encumbered differently.
The merge is used to clean up confusing parcel situations and to delete parcel boundaries that are no longer needed. Applications for the merger of parcels can be submitted to the locally competent cadastral office of the State Office for Geoinformation and Land Surveying of Lower Saxony (LGLN) or to publicly appointed surveyors (ÖbVI).
The local cadastral office of the LGLN prepares a continuation certificate in which the change in the real estate cadastre (e.g. location, size and description of the parcels) is documented. This is automatically transmitted to the land registry for the registration of the merger.

Prerequisites
You can apply for a merger if you:
- Parcel owner,
- a person entitled to a hereditary building,
- authorised by one of the aforementioned persons, or
- are an authority in the performance of its tasks.
The parcels to be merged must form a unit locally and economically, i.e. they must be adjacent to each other.
The parcels must be booked in the land register on the same land register sheet under a serial number and must not contain different encumbrances in the land register.
If the parcels are still listed under different serial numbers, the surveying office can record and certify an application for unification in preparation for the merger. After the possible application for the unification at the land registry, the properties can be re-registered under a serial number.
In principle, the surveying office involves the land registry in the form of a merger request, so that later the merger can also be taken over in the land register.

The merger allows you

In order to process the application, the following information is essential:
- information on the parcels to be merged;
- Information about the applicant, if applicable, for authorization.
The application will be checked for substantive and formal correctness. There may still be a need for clarification with the applicant for this purpose.
Parties who are not applicants must be formally heard.
On the part of the locally competent cadastral office of the LGLN or the ÖbVI, a merger request is submitted to the responsible land registry office in order to clarify whether the land registry has any concerns about the implementation of the merger.
After the merger has been carried out, the necessary proof of continuation will be prepared and an announcement of the continuation of the real estate cadastre will be sent to the parties involved. The transmission of the proof of continuation to the responsible land registry office is automated.
