Are you subject to the obligation to keep records for hazardous waste and do you generate less than 20 tons per year and waste type at your point of generation? Then you can organize the disposal via a collective record of a carrier without participating in the electronic record procedure.

The disposal, i.e. the recovery or the disposal including the collection and transport of hazardous waste, is subject to a waste law verification procedure. Waste producers as well as owners, transporters, collectors and disposers of hazardous waste are obliged to do so. Private households and small quantity producers who do not generate more than two tons of hazardous waste per year are exempt.

For the producer:
Producer number, if more than 2 t of hazardous waste is generated (for entry in the transfer bill).

For the collector:
Access to the electronic verification procedure via a post office box directly at the ZKS or via a provider.
An electronic signature card is required for the necessary electronic signature of the verification documents. This signature card is available from various providers.

Preparation of the declaration of responsibility (DEN, VE, DA) by the collector/carrier,

Completion of the declaration of proof with the declaration of acceptance (AE) of the disposer,

According to § 2 para. 1, the fee for the treatment, storage or deposit of hazardous waste for disposal is to be calculated according to the costs incurred; this is to be increased by 7 percent to compensate for the costs incurred by the Central Agency for Hazardous Waste.

A fee of 50 to 5000 euros may be charged for the issue or significant amendment of a confirmation in accordance with § 5 NachwV, also in conjunction with § 9 para. 3 sentence 1 NachwV, for hazardous waste that is not subject to the statutory obligation to deliver in accordance with the applicable cost tariff. This fee is not to be charged in addition to the fee in accordance with § 2 Para. 1.

In Lower Saxony, the disposal of hazardous waste subject to mandatory disposal for disposal is only permitted with a valid allocation notice from the Central Agency for Hazardous Waste (Zentrale Stelle für Sonderabfälle).
