Description
The "LEADER" measure supports selected regions in the implementation of projects according to the Regional Development Concepts (REK) of the LEADER regions. The activities of a LEADER region are managed by a Local Action Group (LAG). It brings together committed citizens, representatives of various institutions and public bodies from the region; at least half of it is made up of economic and social partners.
Under the leadership of the LAGs, local stakeholders are actively involved in the formulation and implementation of integrated and cross-thematic development concepts in a bottom-up approach.
Each LEADER region has access to EU funding from the Rural Development Programme (PFEIL), which allows stakeholders to implement projects from their REK. The decision on the use of the subsidies is made by the region independently. There are only a few content requirements for project funding in LEADER regions – funding via LEADER is therefore particularly predestined for the development and testing of innovative approaches.
On the basis of the REK, the following are funded:
- Projects for the implementation of the REK,
- Cooperation projects between different regions, including corresponding initiation costs

Prerequisites
Projects can only be funded on the basis of the stipulations in the respective REC. The LAG must confirm compliance with these requirements before granting approval. All information on the RECs of the recognised LEADER regions as well as on the regional management or the region's office can be found on the LEADER website.
In general, funding may only be granted in places with up to 10,000 inhabitants, unless the projects have a predominantly impact on the surrounding rural areas.
A registration number (central company number) is required for funding.
