Das Bauwerk wurde auf den Fundamenten des ehemaligen Ringofens der Falzziegelwerke Carl Ludowici errichtet und ist dem Charakter der früheren Ziegeleigebäude angeglichen. Im Jahr 1993 wurde es feierlich eingeweiht. Vorher war der Sitz der Verbandsgemeindeverwaltung in der ehemaligen "„Villa Sommer“" und in einem 1974 errichteten Erweiterungsbau.
