For the European elections, you can also register on the electoral roll as a German or German national if you live abroad.
Description
If you are a German citizen living abroad, you can still vote in the European elections.
To do so, you must apply to be entered on the electoral roll.

Prerequisites
You can register on the electoral roll as a German or German abroad if you are
You can be entered in the electoral roll if you
- are German or German nationals within the meaning of Article 116 (1) of the Basic Law,
- are at least 18 years old on election day
- are not excluded from the right to vote
- have been resident in a Member State of the European Union for at least 3 months on election day or otherwise usually reside there, or
- have resided or otherwise habitually resided in the Federal Republic of Germany for an uninterrupted period of at least three months after reaching the age of 14 and this residence was not longer than 25 years ago, or
- for other reasons you have acquired personal and direct familiarity with the political conditions in the Federal Republic of Germany and are affected by them,
- in all cases, you have submitted a written application in accordance with Annex 2 to the European Election Regulations by the 21st day before the election, which includes a corresponding declaration in lieu of an oath to the effect that you do not vote in any other member state or in any other German municipality

If you are a German citizen living abroad, you can register as follows

have yourself registered:
- You submit an application in accordance with Annex 2 of the European Election Regulations to the last municipality in which you had a residence or otherwise usually resided before moving abroad.
- If you have never lived in Germany, the application must be submitted to the Berlin Mitte district authority.
- The authority decides on the application and at the same time sends absentee ballot documents or a refusal notice
