Applying for approval to hold a major security-related event

The planning and organization of public events such as street, summer and club festivals, carnival events, barn parties or sporting events requires careful preparation.

1. building permit

A building permit (change of use permit) may be required for events in barns or halls.

2. event permit

Additional permits may be required for events. In order to minimize the application effort, the application form for (major) events is required for every form of public event. Depending on the event, a corresponding permit will be issued on the basis of the application.

2.1 Sale of alcoholic beverages / one-off serving permit

For the sale of alcoholic beverages at the event, a permit in accordance with the German Restaurant and Catering Act, a so-called serving permit, is required. This permits the temporary operation of a restaurant under simplified conditions. If you sell the drinks yourself, you will automatically receive this permit. If someone else takes over the bar, a separate permit must be applied for. The application must be submitted to the competent authority at least 6 weeks before the event.

2.2 Special permit for night-time quiet and sound reproduction

For events that take place during the statutory night-time quiet period from 10 p.m. to 6 a.m. or where music is played in public areas, an exemption permit is required in accordance with the State Immission Control Act.

There are special regulations for special permits under the State Immission Control Act for shooting festivals in accordance with the Leisure Noise Decree.

2.3 Traffic regulation

You require a separate permit (special use permit) to use a public or municipal area. If a private public area is used, a lease agreement must be concluded with the real estate. The use of municipal sports halls or other premises must be applied for at the Office for Schools, Culture and Sport.

A tent permit must be applied for in order to erect a tent at a public event. Fees are charged for this, which are calculated according to the size of the tent and the duration of the stand.

Once the tent has been erected, it will be inspected by the building inspectorate.

A temporary discharge permit must be applied for from the Office for Public Infrastructure for the use of the public sewer, e.g. for the discharge of rinsing water or a toilet trailer. The permit is free of charge, but the discharge into the sewer will be checked on site.

On application, permission may be granted to hold a bonfire for the purpose of preserving customs. An adult responsible supervisor must be formally notified for the application.
