Practice of medicine, permission (non-medical practitioner license)
If you would like to work as a non-medical practitioner, you need a permit.
Description
A non-medical practitioner is anyone who practices medicine professionally without being called a doctor. The practice of medicine is any professional or commercial activity for the detection, healing or alleviation of diseases, ailments or bodily injuries in people, even if it is carried out in the service of others. In addition, the activity must require medical expertise and must not be able to cause any damage to health.
If you want to work as a non-medical practitioner to practice medicine, you need a permit.

The granting of a permit requires an application and a successful knowledge check.

If the current place of residence is outside the district of Kassel, it is necessary that the intention to settle in the district of Kassel, which justifies the local jurisdiction, is sufficiently concrete.

Prerequisites
- You must be at least 25 years of age,
- can prove at least a completed primary school education (at least the Hauptschulabschluss),
- be morally reliable,
- be fit to practise the profession from the point of view of health,
- and you must prove when checking your knowledge and skills by the health authority that the practice of medicine by you would not pose a risk to the health of the population or to the patients visiting him.
The permission entitles you to use the professional title "Heilpraktikerin" or "Heilpraktiker".
The non-medical practitioner's license may not be restricted to individual areas. The only exceptions to this are currently the restriction of the non-medical practitioner's license to the field of psychotherapy, physiotherapy and speech therapy.

Procedure

Once the application has been submitted, the documents are checked for completeness and to ensure that the legal requirements are met. If there are no obstacles, the application will be forwarded to the Kassel Region Health Authority for the knowledge check required as part of the licensing procedure. As part of the application procedure, a written and an oral examination of the knowledge and skills required to practise medicine takes place.
The written knowledge examinations at the Kassel Region Health Authority take place twice a year, on the 3rd Wednesday in March and the 2nd Wednesday in October. The Kassel Region Health Authority decides on admission to the respective examination dates, depending on the available capacities.
Once the knowledge check has been completed, the decision on the application is made by the licensing authority.
Note:
Since 01.01.2020, the number of possible retakes of the knowledge checks has been limited to 3 times.
If the written or oral examination is not passed, the application will be rejected. If you wish to undergo the knowledge check again, a new application is required. The only additional documents required are a current certificate of good conduct and a current medical certificate.
Deadlines

The complete application should be received by the district of Kassel at least 8 weeks before the respective examination date. If more applications are received than the number of examination places available, the applicants will be scheduled for the next possible examination date.
If the written examination is passed, the oral examinations will be held approximately two weeks after the written examination.

Decisions on the applications are made promptly after the knowledge checks have been carried out.
Costs
The granting of the medical license is a fee-based service.
In the review procedure, the following fees are charged:
- Written inspection 240,00 Euro,
- Oral examination 164,00 Euro as well as
- Examination according to file situation 80,00 Euro - 180,00 Euro.
For the permission to practice medicine without appointment according to § 2 Abs. 1 Heilpraktikergesetz a fee of 250.00 Euro is due.

The cost debt arises upon receipt of the application by the Kassel district and is invoiced upon completion of the procedure (permit issue/rejection/withdrawal).
The costs for the knowledge check (written, oral, on file) are charged separately by the Kassel Region Health Authority.
Notes (specifics)
Neither medical training nor a professional examination is required for admission to practice the non-medical practitioner profession. Rather, the review extends to whether the applicant possesses so much medical knowledge and skills that the practice of medicine by him does not become a danger to the health of the population.
