Description
Under certain conditions, foreigners can apply for German citizenship. As a rule, there is a legal entitlement to naturalization if the following requirements are met:
The applicant
- has been legally resident in Germany for five years,
- has a permanent right of residence or is in possession of a residence permit in accordance with the Residence Act which is not issued for a temporary purpose only,
- is able to support themselves and their dependent family members (ability to support themselves),
- has no criminal record,
- has sufficient knowledge of German,
- has basic civic knowledge,
- is committed to the free democratic basic order (loyalty to the constitution),
- has a clear identity and citizenship and
- acknowledges Germany's special historical responsibility for the unjust National Socialist regime and its consequences, in particular for the protection of Jewish life and for the peaceful coexistence of peoples and the prohibition of waging a war of aggression.
There are special regulations for certain constellations: Family members, people with above-average integration achievements. Information on this can be obtained from the citizenship authorities of the towns and municipalities and, in the case of smaller municipalities, from the district committee of the administrative district. In any case, it is recommended that you seek advice there before submitting an application.

In Hesse, the magistrates and municipal councils in towns and municipalities with 7,500 or more inhabitants are responsible for accepting naturalization applications, otherwise the district committees of the administrative districts, the so-called lower administrative authorities. As soon as the application documents are complete, the lower administrative authority forwards the process electronically to the respective regional council, the naturalization authority.

The district committee of the district of Kassel is responsible for accepting applications for naturalization and advising persons interested in naturalization who reside in the district municipalities of Bad Emstal, Bad Karlshafen, Breuna, Espenau, Grebenstein, Habichtswald, Helsa, Immenhausen, Liebenau, Nieste, Naumburg, Reinhardshagen, Söhrewald, Trendelburg, Wesertal and Zierenberg.
The towns and municipalities with more than 7,500 inhabitants are responsible for providing advice on naturalization matters.

Description
Das Regierungspräsidium gliedert sich in seinem Behördenaufbau in Abteilungen und die Abteilungen in Dezernate. Beim Regierungspräsidium gibt es derzeit 7 Abteilungen mit insgesamt 43 Dezernaten.
An der Spitze steht die Behördenleitung (Regierungspräsident und Regierungsvizepräsident). Der Regierungspräsident ist Leiter der Behörde und Dienstvorgesetzter aller Bediensteten und trägt auch als Person die Verantwortung für das gesamte Verwaltungsgeschehen. Der ständige Vertreter des Regierungspräsidenten ist der Regierungsvizepräsident. Er leitet auch die Zentralabteilung und ist Vorgesetzter der Abteilungs- sowie der Dezernatsleitungen und aller anderen Bediensteten.
Das Regierungspräsidium Kassel ist Mittler und Knotenpunkt zwischen der Landesregierung in Wiesbaden und der Region Nord- und Osthessen, zwischen den Ministerien einerseits und den Landkreisen, Städten und Gemeinden andererseits. Wir haben die Aufgabe, die Landespolitik in der Region umzusetzen, und wir nehmen Kontroll- und Beratungsfunktionen für die nachgeordneten Behörden wahr.
Und was genauso wichtig ist: Wir sorgen dafür, dass die Belange und Interessen der Region in der Landespolitik berücksichtigt werden.
Ein Regierungspräsidium – tausendundeine Aufgabe. So zahlreich wie die Aufgaben sind die unterschiedlichen Berufe in unserem Haus: Juristen und Ingenieure, Techniker und Architekten, Förster und Biologen, Landschaftsplaner und Geologen, Betriebswirte, Informatiker und noch viele Andere arbeiten hier und machen sich stark für die Region.
Organisation - Aufbau und StrukturStellung des Regierungspräsidiums in der Landesverwaltung
In Hessen gibt es drei Regierungspräsidien als staatliche Mittelinstanzen der allgemeinen Verwaltung. Neben unserem Regierungspräsidium Kassel (für Nordhessen) gibt es noch das
Regierungspräsidium Gießen und das Regierungspräsidium Darmstadt.Die Regierungspräsidien sind im Staatsgefüge die zentrale Schnittstelle zwischen der Landesregierung und der kommunalen Selbstverwaltung. Sie sind Verwaltungsbehörden mit Aufgaben, die durch die Bundesländer übernommen werden. In anderen Bundesländern wird diese Landesmittelbehörde auch Regierung oder Bezirksregierung genannt. Der örtliche Zuständigkeitsbereich eines Regierungspräsidiums heißt Regierungsbezirk.
Als Mittler und Makler zwischen den Ebenen und Interessen vereinigt das Regierungspräsidium fast alle Verwaltungszweige der staatlichen Verwaltung, weswegen es auch als „Bündelungsbehörde“ bezeichnet wird. Das Regierungspräsidium bündelt die wichtigsten Fachaufgaben der meisten Landesministerien, bringt regionale Interessen und Besonderheiten bei der Landesregierung ein und sorgt dabei insbesondere für einen Ausgleich zwischen den unterschiedlichen Fachbereichen, Interessen und Belangen (zum Beispiel Infrastrukturausbau, Siedlungswesen, Landwirtschaft , Natur- und Umweltschutz).

Information for Kassel: Einbürgerung
For towns and municipalities with fewer than 7,500 inhabitants, the district of Kassel provides advice and accepts applications. If you live in a town/municipality with more than 7,500 inhabitants, please contact your town/municipal administration directly to apply for naturalization.
The application will be sent by e-mail or post after an initial telephone consultation.
Once the application has been accepted in a personal consultation, it will be forwarded to the Kassel Regional Council for a decision.
The regional council charges the fee and makes the necessary inquiries with the security authorities and the immigration authorities.
Once the positive decision has been submitted, the naturalization authority of the district of Kassel issues the certificate.
German citizenship is acquired when the certificate is handed over.
Costs
The standard fee for naturalization is EUR 255.00 and EUR 51.00 for underage children to be naturalized.
