Anyone wishing to organize a public assembly in the open air must notify the competent authority at least 48 hours prior to the announcement (= invitation of participants or announcement via various media).
Description
- If you wish to organize an assembly, you must notify the competent authority at least 48 hours before the event is announced.
- Once your notification has been received by the competent authority, it will be forwarded to the local regulatory authority responsible for the place of assembly, to the police and, if necessary, to other authorities to be involved. These authorities involved can then comment on your planned assembly.
- If required by the nature and scope of the assembly, cooperation talks will be held in advance with the authorities involved (police, public order offices) regarding the course and implementation of the assembly.

Prerequisites
- Whoever organizes a meeting shall chair the meeting.
- If the meeting is organized by an association, it is chaired by the person who is authorized to act on behalf of the association. The organizer may delegate the chairmanship to another person or several persons. If several persons or associations organize an assembly, they determine the chair of the assembly. If there is no person or association organizing the meeting, the meeting should appoint a chairperson.
- The assembly leader is responsible for the orderly conduct of the assembly and is the contact person for the police and the assembly authorities during the assembly.
- The assembly leader must be present for the entire duration of the assembly.

Procedure
- They submit their notification of the assembly to the competent authority in writing, electronically, by telephone or verbally on site. In the case of a telephone notification, the competent authority may request that the notification be made in writing, electronically or verbally without delay.
- The notification is not bound to any form.
- Regardless of whether you make the report in writing, electronically, by telephone or verbally, the following information must be included:
- Surname, first name, date of birth and an address suitable for correspondence with the competent authority of the person making the notification

If the person to chair the meeting is appointed at a later date, the personal details of the intended person must be communicated to the competent authority without delay.

- If the assembly leader uses the help of stewards, the competent authority must be informed of their deployment, stating the number of persons planned.
If you wish to submit the notification online:
- You do not need to register or create an account.
- You fill in the mandatory fields of the online service.
- You will receive a confirmation e-mail to the e-mail address you provided.
If you would like to submit the advertisement by post:
- You write your ad using a sample template, for example, and check your details for completeness.
- You then send the report by post or submit it locally to the responsible authority.
Then:
- The competent authority processes your notification and forwards it to the local authorities (police, health authority, public order authority) with comments if necessary; they provide feedback with possible indications for restrictive orders or threats to public safety or order that may justify such orders or a ban.
- If required by the nature and scope of the assembly, a cooperation meeting is held between the responsible authority/police and the organizer.
- Feedback from the authorities is examined separately and any cooperation at the place of assembly is decided.
- A confirmation of notification is then issued and sent back to the organizer.
- The notification is confirmed or a notice with restrictions or a ban is issued. No fees will be charged.
The responsible authority must be informed immediately of any significant changes to the details of the assembly. The responsible event management must be known for the restriction notice.
