If you transport passengers in a cab, a rental car, an ambulance, a car in regular service or in other vehicles for a fee or for business purposes, you need a driving license for passenger transport (FzF) in addition to the general driving license.

If you transport passengers in a cab, a rental car, an ambulance, a passenger car on regular services or in other vehicles for a fee or for business purposes, you will need a driving license for passenger transport (FzF) in addition to the general driving license.
The passenger transport license is issued for a period of no more than five years and can be extended for up to five years upon application
A driving license for passenger transport is not required for
- ambulances of the Federal Armed Forces, the Federal Police, the police and the troops and civilian staff of other states party to the North Atlantic Treaty,
- Civil protection ambulances if they are used for this purpose,
- ambulances of fire departments and rescue services recognized under national law,
- motor vehicles, with the exception of cabs, if the driver is in possession of category D or D1.

Required documents
- Identity card or passport, registration certificate if applicable
- Current driver's license
- Certificate of good conduct for submission to an authority (document type "O", reference "K09"),
- Certificate of physical and mental aptitude, not older than 1 year;
- Certificate of medical examination of eyesight, not older than 2 years;
- Functional and performance test for the issue or re-issue of a driver's license for passenger transport, not older than 1 year (with the following contents: Resilience, orientation ability, concentration ability, attention performance, reaction ability). Proof can be provided, e.g. by means of a company or occupational medical report from an officially recognized assessment body for driving fitness.
- Proof of first aid training
Only for ambulances;
- If proof of first aid training has already been provided, the certificate does not need to be submitted again.
For cabs:
- Proof of expertise from the IHK

- You must have reached the minimum age of 21 years or 19 years for ambulances
- You must have held an EU/EEA category B driving license for at least two years - or at least one year if the license is restricted to ambulances - or have held one within the last five years
- Proof of specialist knowledge

- You must be mentally and physically fit
- You must have sufficient eyesight
- if the FzF is to apply to ambulances, you must have taken part in first aid training

Procedure
- You must submit an application for a driver's license for passenger transport to the competent driving license authority and provide the necessary documents.
Please note that the application can only be processed once all the necessary documents have been submitted.
- The transportation of passengers on public scheduled services (local and long-distance transport) as well as on excursions and vacation destination trips also requires a permit in accordance with the Passenger Transportation Act (PBefG).
Deadlines
The driving license for passenger transport is issued for a maximum period of 5 years. After that, it can be extended on application.

The fee is based on the scale of fees for road traffic measures (GebOSt).
