Construction site layout for road works
If you want to set up a construction site as a company, you must comply with the official regulations.
Description
The contractor must already check which traffic safety measures are necessary and appropriate during the planning phase of the work site based on the local conditions. A written application must then be submitted to the traffic authority for the traffic safety measures to be ordered.
The traffic authority examines the application and the documents submitted and consults the authorities to be involved (police and road construction authority). If necessary, a site inspection is carried out with all parties involved in order to coordinate the necessary measures on site. The necessary measures are then ordered by the traffic authority to be carried out by the contractor.

The road traffic authorities are responsible for issuing the order. These are
- for federal, state, district and municipal roads (all roads with the exception of freeways) in independent cities and district municipalities with more than 50,000 inhabitants, the mayors,
- the mayors for state, district and municipal roads in municipalities with more than 7,500 inhabitants and for district and municipal roads in municipalities with up to 7,500 inhabitants
- and for the rest (federal roads in the area of municipalities belonging to districts with up to 50,000 inhabitants and state roads in the area of municipalities with up to 7,500 inhabitants) the district councillors.

Prerequisites
The traffic measures required to make the work site safe must always be checked on a case-by-case basis. The contractor and the road traffic authority have access to the guidelines for securing work sites on roads (RSA) as well as standard plans for all possible safety measures.
Those responsible for traffic safety and the operation and troubleshooting of any signal systems must provide evidence of the necessary specialist knowledge in accordance with the information sheet on the general conditions for the specialist knowledge required for traffic safety at road works (MVAS). The ordering authority may allow exceptions to this rule for work with a minor impact on traffic.

The amount of the fee depends on the type and scope of the order to be issued and is set out in the Annex to Section 1 - Tariff of fees for road traffic measures of the scale of fees for road traffic measures.
