Description
Resident parking permits are generally issued in areas where, due to a lack of private parking spaces and considerable general parking pressure, the population of the urban neighborhood regularly have no sufficient opportunity to find a parking space for their vehicle within a reasonable walking distance of their home.
Resident parking permits are issued on application. Each resident receives only one resident parking permit for a vehicle registered to him/her or which he/she can prove to be in permanent use. The municipalities are responsible.
A fee is payable for the issue of the resident parking permit. This is based on the scale of fees issued by the municipality as a statutory order.

If you authorize a third party, they will also need a written power of attorney from you. They must also present your identity document (original) to the road traffic authority. He himself must be able to identify himself with his valid identity card/passport.
However, some cities or municipalities also allow written or even electronic applications. In these cases, you will receive the parking permit by post. If you would like to use one of these methods, first ask your city or municipal administration which documents need to be sent.
Prerequisites
You can apply for a resident parking permit if the following requirements are met and can be proven:
- the main residence is registered in the resident parking area,
- the dwelling is occupied by the applicant and
- the vehicle must be registered to the applicant or be used by the applicant on a permanent basis (proof by means of a confirmation from the vehicle owner that the vehicle has been handed over for permanent use).
Some cities and municipalities require further conditions for the issue of a resident parking permit, e.g. lack of a garage. If in doubt, you should ask the relevant road traffic authority.

Deadlines
Resident parking permits are regularly issued for a limited period, in the state capital of Wiesbaden for six months or a year.
Processing time
The respective municipalities are responsible. It is therefore not possible for the HMWEVW to make a general statement on the processing time. If statements are made about the expected processing time, this would have to be done by the respective municipality. There are no statutory processing deadlines.
Costs
The amount of the fee is determined by the fee schedule of the specific municipality and can vary from municipality to municipality. Depending on the structure, they are fixed or variable.
