Apply for registration certificate part II
With the registration certificate part II you can prove that you are allowed to dispose of the vehicle in question.
Description
You may only use a vehicle subject to registration on public roads if it has been approved for this purpose by the responsible registration authority.
The registration certificate part II proves that you are authorized to dispose of your vehicle. However, it does not constitute proof of ownership. For example, if you have leased or financed the vehicle, you are not the owner. You need the registration certificate part II if, for example, you want to sell a vehicle:
- want to sell
- want to finance
- need to re-register
If you buy a new vehicle, you will usually receive a pre-filled form of the registration certificate part II from the manufacturer.
If you buy a used vehicle, you will receive the registration certificate part II together with the purchased vehicle. You then have it transferred to your name when you re-register the vehicle.
If you purchase a vehicle from abroad, apply for the registration certificates Part I and Part II together.
In the past, the vehicle registration document fulfilled the function of the registration certificate Part II. If there is still an old vehicle registration certificate for your vehicle, it remains valid.
In contrast to the registration certificate Part I, you should not carry the registration certificate Part II with you while driving. You should keep the registration certificate part II in a safe place.

The locally responsible registration authority in the district or city (registration office). In the case of natural persons, responsibility is based on the place of residence of the vehicle owner (in the case of several residences, on the location of the main residence) and in the case of legal entities, tradespeople and self-employed persons with a fixed place of business, on the registered office or the location of the branch office involved.

Prerequisites
The completion of a registration certificate Part II or its first issue by the registration authority is only permitted on presentation of
1. the certificate of conformity,
2. the data confirmation or
3. the certificate of individual approval of the vehicle.
4. proof of authorization to dispose of the vehicle: in the case of a new vehicle, this is e.g. the purchase contract, in the case of a used vehicle it would be the previous registration certificate Part II.

In the case of a new vehicle, you will usually receive a pre-filled form of the registration certificate part II from the manufacturer when you purchase the vehicle.
If you buy a used vehicle, you will receive the registration certificate part II together with the purchased vehicle.
For a vehicle that is or was registered abroad, the completion of a registration certificate part II form is only permitted in connection with the registration of the vehicle. When the vehicle is registered, the registration certificate part II is issued by the responsible registration authority.
If you apply for the registration certificate part II online via the internet-based vehicle registration (i-Kfz):
- You call up the i-Kfz portal of the registration authority responsible for you.
- You carry out the registration process as described for initial registration or re-registration.
- You will receive the registration certificate part II by post from the registration authority.
You can also apply for the registration certificate part II in person at your local registration office.
