Show organization or implementation of a prostitution event

Would you like to organize or hold a prostitution event? Then you must report this to the competent authority in addition to your existing permit.

If you wish to organize or hold a prostitution event, you must notify the competent authority at least 4 weeks before the start of the event.

Prostitution events are events that meet the following criteria:

• They are aimed at an open circle of participants.
• At least one of the persons present at the event is offered sexual services.

Prostitution events may only be held in suitable buildings, rooms and other fixed or mobile facilities. The operating location and operating hours of the prostitution event must not conflict with the requirements for the protection of the general public. The following groups of people in particular must be protected:

• persons and customers working during the prostitution event
• young people
• local residents
• Residents and neighbors

If you do not guarantee protection, the competent authority can ban the prostitution event.

In order to hold a prostitution event, a basic permit for the prostitution trade is also required.

Please note that you may require additional permits. You may also be required to register in other areas. This applies in particular to the following legal areas:

• Hospitality law
• trade law
• building law
• water law
• Immission control law

• Copy of the permit to organize or conduct prostitution events
• Copy of prostitution permit, if applicable
• Operating concept
• Event concept that describes the spatial, organizational and temporal framework conditions of the respective event and substantiates the explanations of the operating concept
• If applicable, identification document of the event management: only required if the underlying permit, including the corresponding proof, was issued in another federal state or municipality
• Documents demonstrating the nature of the facility used for the event and compliance with the required minimum standards, including a floor plan drawing
• Declaration of consent from the owner of the buildings, rooms or other fixed or mobile facilities used for the event
• Copies of the registration or alias certificates of the prostitute(s) or sex worker(s) expected to work at the prostitution event
• Copies of the agreements concluded with the prostitute(s) and sex worker(s)

• You have a valid permit to organize or conduct prostitution events.
• You are at least 18 years old. This also applies to any deputies.
• The prostitution event is managed on site by the operator or the person appointed as a deputy.
• The rooms used for the prostitution events meet the minimum requirements for production facilities, for example in the areas of safety and hygiene. Furthermore, they do not stand in the way of possible grounds for refusal.

Notification period: 4 weeks

Without an underlying permit for the prostitution trade, the competent authority cannot process a notification to hold a prostitution event.
