If you operate a large combustion plant, gas turbine or internal combustion engine, you must have the pollutant emissions checked regularly by means of individual measurements.

If you are the operator of a large combustion plant, gas turbine or internal combustion engine plant, you must have the pollutant emissions checked at regular intervals by means of individual measurements.
You must have the measurements carried out by an accredited measuring institute or an expert. You must draw up a measurement report on the results and submit it to the immission control authority responsible for you.

Prerequisites
- You are the operator of a large combustion, gas turbine or internal combustion engine system.
- You have newly constructed or significantly modified your plant.
- You have put your plant into operation.

The administrative service is a real act against which no legal remedy is possible.
Procedure
- You contact an accredited measuring institute or an expert, provide the necessary information for the measurement and arrange a measurement date.
- The measuring institute or expert then confirms the measurement plan for you and reports it together with the measurement date to the immission control authority responsible for you.
- On the measurement date, the measuring institute or expert determines the emission values and compares them with the legally prescribed emission limit values of the plant you operate.
- Once the measurement has been completed, you will receive a measurement report from the measuring institute or expert.
- You must check the measurement report and send it together with the measurement planning, the result of each individual measurement, the measurement method used and the operating conditions during the measurement to the immission control authority responsible for you after the measurement.
- You will then receive confirmation from the authority that your measurement report has been received.

Deadlines
If you have put your system into operation for the first time or have made significant changes to it, you must have the measurements carried out for the first time after 3 months at the earliest and after 6 months at the latest. Subsequently, the measurements must be carried out at least every 3 years after the last measurement.
The measurement report must be submitted to the responsible immission control authority within 12 weeks of the measurement together with all documents.

Notes (specifics)
- The content of the measurement report must comply with Annex A of Guideline VDI 4220 Sheet 2 (2018 edition).
- If you do not submit the measurement report or the certificate, or do not submit it correctly, completely or on time, you are committing an administrative offense that can be punished with a fine.
