Applying for recognition of inspection experts and authorized inspectors for stability

Do you want to certify and check structural verifications for stability? Then you need authorization to do so.

Particularly competent and qualified persons with regard to the stability of structural systems and buildings can apply for recognition as an expert and authorized inspector for stability. With this recognition, you are authorized to inspect structural verifications in the area of stability and to certify them to the client.

Darmstadt Regional Council

• Declaration as to whether and how often I have already undergone a corresponding recognition procedure in another country without success (Section 6 (2) sentence 1 no. 2 HPPVO)
• Curriculum vitae, chronological and signed (§ 6 para. 2 sentence 2 no. 1 HPPVO)
• Copies of degree certificates (Section 6 (2) sentence 2 no. 2 HPPVO)
• Copies of employment certificates (§ 6 para. 2 sentence 2 no. 2, § 10 sentence 1 no. 2 HPPVO)
• Certificate of good conduct or proof of its application, not older than three months (§ 6 para. 2 sentence 2 no. 4 HPPVO)
• Proof of independent activity (§ 4 sentence 1 no. 3, 4 HPPVO), e.g. tax office registration, extract from the commercial register or partnership agreement
• Information on branch offices (Section 6 (2) sentence 2 no. 5 HPPVO)
• Information on any participation in a company whose purpose is the planning or execution of construction projects (Section 6 (2) sentence 2 no. 6 HPP-VO)
• Declaration that I work independently and do not represent my own production, trading or supply interests or those of third parties in connection with my professional activity (Section 4 sentence 3 HPPVO)
• Proof of the required liability insurance (Section 5 (2) HPPVO)
• Information on professional background
• Information on professional training (Section 6 (2) sentence 2 no. 1 HPPVO)
• Complete description of the professional career (Section 6 (2) sentence 2 no. 1 HPPVO)
• Percentage breakdown of previous activities (Section 6 (2) sentence 3 HPPVO)
• Description of construction management activities (§ 10 sentence 1 no. 3 HPPVO)
• List of all construction projects for which I have prepared the stability certificates in the past 10 years (§ 6 Para. 2 Sentence 3 HPPVO)
• Selection of six structurally difficult reference projects (§ 6 para. 2 sentence 3 HPPVO)

General requirements (§ 4 HPPVO)

Authorized inspectors and inspection experts can only be persons who

1. whose personality is such that they can guarantee that they will perform their duties properly in accordance with § 5 HPPVO,
2. have the ability to hold public office,
3. act on their own responsibility and independently,
4. have their registered office in a member state of the European Union or a country treated as such under European Union law, whereby the registered office is the center of operations and corresponds to the location of the main establishment, and
5. have a written and spoken command of the German language.

Special requirements (§ 10 HPPVO)

Only persons are recognized as authorized inspectors or inspection experts for stability in the fields of solid construction, metal construction or timber construction who

1. have completed a degree in civil engineering at a German university or an equivalent degree at a German or foreign university,
2. have been entrusted with the preparation of stability certificates, technical site management or comparable activities for at least ten years between the completion of their studies and the submission of the application, of which they must have prepared stability certificates for at least five years and been entrusted with technical site management for at least one year; however, the time spent as a technical site manager may only be credited up to a maximum of three years,
3. have the necessary knowledge of the relevant building regulations,
4. have demonstrated above-average skills through their work as an engineer and
5. have the necessary specialist knowledge and experience.
