International adoption is divided into 2 aptitude tests: The general aptitude test at the local adoption agency and the country-specific aptitude test at an independent international adoption agency or the central adoption office of the state youth welfare office.
The country-specific suitability test checks whether you are suitable to adopt a child from a particular country. The suitability test is carried out by an independent international placement agency or the central adoption office of the State Youth Welfare Office.

In most cases, the international adoption process consists of 3 steps:
- Application procedure in Germany and registration as adoptive parents abroad
- Child proposal, familiarization trip and judicial adoption procedure abroad
- Recognition of the international adoption in Germany (depending on the child's country of origin)
After a positive assessment of the general and country-specific suitability for taking in a child abroad, the adoption application is sent to the responsible office in the child's country of origin by the independent international placement agency or the central placement office of the state youth welfare office.
