If you want to work as a testing center for biowaste testing in waste management, you must be appointed by the competent authority.

If you want to inspect treatment plants for biowaste to ensure that sanitization processes are carried out there in accordance with regulations and that requirements regarding pollutants and other parameters are met, you must apply to the competent authority to designate you as an inspection body. The designation applies to the whole of Germany.

In accordance with Section 6 No. 3 a of the Ordinance on the Delegation of Powers of the Verordnung zur Übertragung von Befugnissen der Landesregierung zum Erlass von Rechtsverordnungen und zur Bestimmung von Zuständigkeiten in den Bereichen Landwirtschaft, Forsten und Naturschutz (LFNDZustV) the Regierungspräsidium Kassel is responsible.

Evidence and information on the required expertise, independence, reliability and technical equipment must be submitted. Further documents may have to be submitted following queries from the competent authority. If you operate nationwide, the authority may require you to submit a valid accreditation confirming compliance with the requirements of DIN EN ISO/IEC 17025:2005, which relates to the parameters and test methods in accordance with Annexes 2 and 3 BioAbfV.

You have the necessary expertise, independence, reliability and technical equipment. You have submitted the application in the country in which you have your registered office. If this is abroad, submit the application in the country in which you primarily wish to carry out this activity.

You submit an informal application to the authority of the country in which you have your registered office to be designated as an inspection body for biowaste inspections. Enclose the required documents. If necessary, the authority will request further application documents. After examination by the competent authority, you will receive a written decision as to whether you have been designated as an inspection body. The authority may attach a reservation of revocation, a time limit, conditions, requirements and the reservation of requirements to the designation.

The examination of the application for designation of a body must be completed within three months; Section 42a (2) sentences 2 to 4 of the Administrative Procedure Act (VwVfG) shall apply.
