Description
The programme "Berufsqualende Sprachförderung (BQS+)" supports people with language support needs and helps them to integrate into the labour market. Funding is provided for language teaching that qualifies for a profession within or in close connection with a basic measure.
Language support can be applied for on the basis of three different quality levels. These quality levels reflect the degree of maturity and development within the respective measure. At each level, language instruction is combined with subject instruction.
The weekly number of lessons can be requested to be between 10 and 20 hours.
At the beginning of the measure, the group size is at least 8 and a maximum of 15 participants.
The professional language support is implemented in three possible forms: team teaching (subject teacher and language teacher jointly lead the subject lessons), language support lessons (additional learning content by language teachers) and supplementary units (such as online learning)

Prerequisites
- Project sponsors who can provide proof of the quality of the installation and implementation (certification according to standards such as DIN ISO, EFQM, LQW, certificate of the Association for Continuing Education Hesse e. V. or the expert body of the Federal Employment Agency are eligible to apply).
- Project sponsors can be districts and independent cities, providers of training and employment promotion and SGBII sponsors.
- Regardless of the company's registered office, you must carry out the measure in the assisted area (Hesse).
- They must ensure the overall financing of the project.
- You must not have started the project yet.
- The qualification of teaching staff (language teachers) is divided into three quality levels. The minimum requirement is an academic degree (at least a bachelor's degree) as well as experience with GFL/GSL teaching (at least 300 teaching units of experience) or a corresponding entry-level qualification in GFL/GSL of 30 hours.
- Participants are unemployed adults or young people at risk of unemployment in the transition from school to work, as well as low-skilled workers and employees with supplementary SGB benefits.
- Participants must have a recognizable need for (professional language) German support.
Basis for legal action
Funding principles for the Vocational Qualification Language Support Plus (BQS+) funding programme (currently in the approval process)
The legal basis is, in particular, the Framework Directive for the Interventions of the European Social Fund Plus in Hesse for the funding period 2021 to 2027, including the Guideline on the Application of Simplified Cost Options (VKO) in the ESF+ Hesse in the funding period 2021-2027, as amended.
Legal remedy
- No legal claim to funding can be derived from the submission of the project applications in terms of reason and amount.
- An action against the grant decision can be filed with the competent administrative court within one month of notification.
Procedure
You can apply for funding online in the WIBank customer portal.
- The application phase starts with the publication of a call for funding.
- You submit the application via the customer portal and submit it additionally signed.
- An approval committee decides on the project applications submitted in due form and time.
- The application will be reviewed by Wirtschafts- und Infrastrukturbank Hessen (WIBank)
- In the event of a positive decision, approval will be granted by means of a grant notice from Wirtschafts- und Infrastrukturbank Hessen (WIBank)
- The disbursement of funds is made on the basis of requests for funds submitted electronically (in the client portal) and in writing.
- Data on the participants must be recorded electronically (in the customer portal) on an ongoing basis.
- After completion of the measure, a proof of use must be submitted via the customer portal and in writing.
Deadlines
The deadlines for submitting applications can always be found in the corresponding call for funding. Further deadlines for project implementation are set out in the grant notification.
Processing time
It is not possible to set a flat-rate processing time for the processing of the application, as this depends, among other things, on other parties involved and on the scope of the application.
