Monitoring of the quality and labelling of the qualities of fuels of installations subject to authorisation Verification
The competent authority checks compliance with chemical, physical parameters and limit values for fuels. The results are reported annually to the Federal Environment Agency, which in turn reports them to the European Commission (National Fuel Report).
Description
The aim of the Ordinance is to set requirements for the production, placing on the market, import and quality as well as the labelling of fuels and combustibles in order to protect them from harmful effects on the environment and to monitor them on an annual basis.

The information according to § 18 (3) of the 10th BImSchV is provided electronically via the data collection tool "FQMS - Fuel Quality Monitoring System". This complies with the report format of the General Administrative Regulation on the 10th BImSchV.

Procedure
The competent monitoring authority shall check a certain number of fuel samples. The number of samples is based on the total quantities placed on the market in each case. Sampling is carried out twice a year in accordance with the requirements of the General Administrative Regulation on the 10th BImSchV so that both winter and summer products can be tested. Sampling and analysis is carried out by testing laboratories accredited for this purpose (mineral oil products).
The results are recorded in accordance with § 18 Para. 3 of the 10th BImSchV using the "FQMS - Fuel Quality Monitoring System". This is a data collection tool of the Federal Environment Agency (UBA).
The results of the country reviews are compiled annually by UBA into a National Fuel Report. This is reported by the Member State Germany to the European Commission.
Deadlines
Through the year-round inspection, the qualities of both summer (1 May - 30 September) and winter (16 November - 15 March) products are recorded.
The results are to be reported to the Federal Environment Agency by 31 May of the following year. Reporting by the Member State Germany to the EU Commission takes place on 31.08. of the following year.
