    Description

    If you carry out activities with materials containing asbestos, you must file a report with the competent occupational health and safety authority. This ad can be company-related or property-related. There is only an obligation to notify companies.

    As a rule, object-related advertisements must be made when it comes to work outside the business premises (e.g. construction sites).

    Company-related advertisements can be placed for stationary (e.g. company location) or changing (e.g. construction site) workplaces.

    For changing workplaces, a company-related notification is only possible in the following cases:

    • Low-exposure activities (No. 2.8 TRGS 519)
    • work on a small scale (No. 2.10 para. 3 TRGS 519),
      i.e. outdoor asbestos-cement panels of less than 100 m².
    • Maintenance measures (No. 17 TRGS 519).

    Before the start of the work, a supplementary display of place and time must also be provided.

    Hints:

    Asbestos is a carcinogenic hazardous substance and was banned at national level as early as 1993. Since 2005, asbestos has also been banned throughout Europe by the REACH regulation. Asbestos products that were already installed before the ban may currently continue to be used until they are removed or until the end of their useful life, but an obligation to replace or remove them is being discussed.

    Work on asbestos-containing parts of buildings, equipment, machines, plants, vehicles and other products is generally prohibited.

    Only demolition, rehabilitation and maintenance work (ASI work - see definition according to No. 2 TRGS 519) according to the Hazardous Substances Ordinance is permitted. Processes that lead to the removal of asbestos-containing surfaces, such as grinding, pressure cleaning, brushing and drilling, are prohibited, unless they are so-called low-emission processes.
     
    The following are also prohibited:

    Covering, superstructure and elevation work on asbestos-cement roofs and wall cladding

    Cleaning and coating work on uncoated asbestos-cement roofs and wall cladding

    Asbestos-containing materials resulting from demolition, rehabilitation and maintenance work must be disposed of.

    The safety requirements of the Ordinance on Hazardous Substances for activities on asbestos-containing materials and the ban on asbestos also apply to private households.

    The responsibility of the respective regional council results from the location of the workplace or from the location of the employer (in the case of a company-related notification of activities with asbestos).

    Prerequisites

    Demolition, remediation and maintenance work on asbestos-containing materials may only be carried out by specialist companies. At least one competent person authorised to issue instructions must be present on site during the work. Certificates of competence are valid for a period of 6 years. Further information on the specialist courses can be found in Appendices 3 and 4 of TRGS 519.

    Demolition and remediation work on asbestos-containing materials in weakly bound form may only be carried out by specialist companies that have official approval.

    Compulsory occupational health care in accordance with the Ordinance on Occupational Health Prevention must have been carried out before the start of work for all employees who carry out activities with asbestos-containing materials.
