Display the start of waste management activity
If you want to collect or transport waste or trade waste, you must declare the activity to the competent authority.
Description
As a collector, transporter, dealer and broker of non-hazardous waste, you report this activity to the competent authority. If you carry out this activity with hazardous waste, you usually have to apply for a permit. If you are exempt from the permission requirement, you must attach additional documents to your ad. If you have already reported your activity and your details have changed significantly, you must file the notification again. The notification obligation applies to both national and cross-border shipments of waste.
There is also an obligation to notify companies that only handle waste as an ancillary service (e.g. craftsmen and service companies).
Competent office
The environmental departments of the regional councils check and issue acknowledgements of receipt for notifications from companies that have their headquarters in the respective service district.
Companies that do not have a head office or branch in Germany can report their activities centrally throughout Hesse in the Department of Occupational Safety and Environment of the Darmstadt Regional Council.

- The transaction number of your first notification (only if you want to create a change notification)
- Your business registration (if there is an obligation to register a business)
- an extract from the commercial, association or cooperative register (if an application has been made)
- If you are exempt from the permit requirement for the handling of hazardous waste: Your certificate of waste management or Your registration certificate as a certified EMAS company (if your company has a corresponding certification; in the form of a PDF file with a maximum file size of 2 MB)
- proof of business and environmental liability insurance (if any)
- Proof of the expertise of the persons responsible for the performance and supervision of the operation

Procedure
If you wish to take up an activity for the first time as a collector, transporter, dealer and broker of waste or change essential information about your activity, report this to the competent authority. Enter your data by e-mail or using the online form and submit the required documents. The authority will send you a confirmation of your complaint and can continue your activity.

Costs
The submission of the electronic notification is free of charge. The submission of a written notification is not free of charge due to the higher administrative burden. A fee will be charged in accordance with HMUKLV's administrative costs regulations (as amended) (50 euros).
