    You need a permit to operate a mobile shooting range.

    Description

    If you operate a mobile facility that is used for shooting sports or other shooting exercises with firearms, the testing of firearms or shooting with firearms for amusement (shooting range) or would like to significantly change its nature or in the way it is used, you need a permit from the responsible weapons authority.

    No permission is required for shooting ranges where shots are fired indoors exclusively for the purpose of testing firearms or ammunition by weapons or ammunition manufacturers, by weapons or ammunition experts or by scientific institutions.

    In the case of mobile shooting ranges, a one-time permit before the first installation is sufficient.

    The shooting range shall be inspected by the competent authority with regard to safety requirements before it is put into operation for the first time. For this purpose, an expert opinion of a recognized shooting range expert may also be obtained at the expense of the instigating person.

    In Hesse, the district or the district-free city is responsible as the lower weapons authority, in whose district the operator has his habitual residence.

    Required documents

    • Identity card or passport (copy)
    • Proof of need, if applicable
    • Proof of the existence of liability insurance and accident insurance for shooting deals subject to fairground liability
    • If applicable, necessary permits or orders in accordance with building or immission control regulations and corresponding acceptance
    • If applicable, safety report by a shooting range expert

    Prerequisites

    Authorisation may be granted only if the applicant:

    • the required reliability, and
    • has personal aptitude and
    • proves insurance against liability and against accidents related to the operation of the shooting range.

    There must also be a permit and acceptance for mobile structures.

    Deadlines

    The permission must be applied for before the start of use.

    Costs

    In Hesse, the Administrative Costs Regulation for the business area of the Ministry of the Interior and Sport (VwKostO-MdIS) of 7 June 2013 provides for a fee range of EUR 210.00 to EUR 1,050.00 under item 731 of the list of administrative costs.
