The application must be submitted directly to the Hessian Ministry of the Interior, Security and Homeland Security.

The award is presented according to strict standards. It is awarded to people in public life who have achieved extraordinary and generally supra-regional merit through their work in the field of local self-government. Outstanding voluntary commitment at local authority level is of particular importance.

Proposals for the awarding of the Freiherr-vom-Stein Plaque to public figures can be submitted in writing to the Hessian Ministry of the Interior, Security and Homeland Security, together with information on the curriculum vitae and the particular outstanding achievements of the person concerned.

As a rule, the Freiherr-vom-Stein Plaque is not awarded to public figures in the last six weeks before elections.
