Apply for a clearance certificate in accordance with the 1st Explosives Ordinance (non-commercial)

Anyone wishing to handle and/or purchase explosive substances (black powder, nitrocellulose powder) requires a permit in accordance with Section 27 of the Explosives Act (SprengG). In order to obtain such a permit, you must first attend a course to teach you the specialist knowledge required for the non-commercial handling and transportation of explosive substances. You will need a clearance certificate for admission to this specialist course. You will receive the clearance certificate upon application.

The public order offices of the districts and independent cities are responsible.

• Identity card / passport,
• Course certificate,
• Certificate of need (for muzzle loaders or reloaders),
• Membership certificate (gunners)
• Valid hunting license (hunter)

• Physical aptitude
• Completion of 21 years of age (exception possible)
• Reliability

The application must be submitted in good time, at the latest 8 weeks before the intended participation in a course.

The issuance of a clearance certificate is subject to a fee. The fees are determined according to the administrative cost regulations for the area of responsibility of the Hessian Ministry for Social Affairs and Integration (VwKost-HSM). The costs range between 30.00 - 250.00 euros.

The certificate is issued if you are reliable and personally suitable to participate in courses in accordance with the SprengG.
